<br /> <br />March 14, 2023 <br /> <br />At a Called Meeting of the City Council on Tuesday, March 14, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />23 - 85 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, March 14, 2023, for the purpose of <br />a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br /> Upon request by the Chair, Councilman Barnes left at 5:03 p.m. <br /> <br /> <br />23 - 86 - The following items were discussed in Public Work Session: <br /> <br />1. Commissioner of the Revenue (Property Tax) - Franklin Edmondson, Commissioner <br />of the Revenue <br /> Councilman Moody asked for a report back on what the financial impact would be <br />˗ <br />if the ratio remains the same. <br /> Councilman Whitaker asked Interim City Manager Terry to provide information <br />˗ <br />comparing the personal property revenue from last fiscal year to the estimated <br />revenue for the upcoming fiscal year. <br /> Councilman Moody asked for the median value of a car. <br />˗ <br /> <br /> Interim City Manager Terry will provide a report on all requests made by City <br />Council. <br /> <br />2. Business Compliance - Jocelyn Terry-Adumuah, Interim Planning Director <br /> Mr. Kelton Millhouse, Zoning Administrator, will provide information on fees and <br />˗ <br />fines and a copy of the City Code. <br /> <br />23 - 87 - Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to go into a closed <br />meeting pursuant to: <br /> <br />(A) Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with legal <br />counsel pertaining to actual or probable litigation, where such briefing in open meeting <br />would adversely affect the negotiating or litigating posture of the public body, specifically <br />regarding Norfolk and Portsmouth Belt Line Railroad v. City of Portsmouth, Portsmouth <br />Circuit Court Case Number CL20004472-01; and <br /> <br />(B) Virginia Code subsection 2.2-3711 A.8 for the purpose of consultation with legal <br />counsel employed by the public body regarding specific legal matters requiring the <br />provision of legal advice by such counsel, specifically regarding the Southeastern Public <br />Service Authority. The motion was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br /> <br /> <br /> <br />
