February 28, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 28, 2023, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence for the passing of Sergeant Lodge <br />which was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Called Meeting of February 14, 2023, and of a Regular Meeting of February 14, 2023, <br />and was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br /> <br />23 - 59Public hearing with respect to the adoption of a proposed resolution <br />authorizing the conveyance of a private drainage easement encumbering <br />Tax Parcel 34*35 in the Holy Neck Borough of Suffolk to Suffolk Benton, <br />LLC, or its assigns for the benefit of Tax Parcel 34*66. <br /> <br />1. Tyler Rosa’, 999 Waterside Drive, Norfolk, spoke in support of this item. <br /> <br />- City Manager’s Report - <br /> <br />23 - 60 - Adoption of an ordinance accepting a Law Enforcement Equipment and <br />Technology grant in the amount of $22,000 from the Virginia Department of <br />Criminal Justice Services and appropriating said amount in the FY 2023 Grants <br />Fund for the purchase of eligible equipment, technology, and software. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department (PPD) has been awarded grant funding in the <br />amount of $22,000 from the DCJS to provide funds for specialized equipment, <br />technology, and software. <br /> <br /> Estimated revenue in the FY 2023 Grants Fund is increased by $22,000. <br /> <br />Discussion: <br /> <br /> PPD will use the Law Enforcement Equipment and Technology funds to replace <br />and upgrade outdated equipment in the department’s Surveillance Van and purchase a <br />Records Management System (RMS) K9 Module for mobile platforms. <br /> <br /> The Surveillance Van is a covert platform to actively surveil wanted persons, hot <br />spot crime areas and narcotic/weapons dealing. This platform has successfully allowed <br />the prosecution of multiple offenders for drug distribution and illegal weapons trafficking <br />and aided in the apprehension of gang members and murders. The van has been in use <br />by the police department for more than 10 years, with one update during this time. <br /> <br /> The K9 module will enable our canine unit to access the RMS on scene and not <br />have to wait until returning to their office to enter Dog Use Reports, view wanted persons, <br />call logs and caution notes. This is an integral part of expanding our K9 technology. <br /> <br />Financial Impact: <br /> <br /> <br /> <br /> No local match is required as a condition of the grant. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br />
