<br />WHEREAS,
<br /> City Council, therefore, desires to govern in a manner that
<br />demonstrates a respect for this balance while seeking to limit interference with meetings
<br />and ensure any recording is done in a manner that does not distract from the meetings;
<br />
<br />NOW, THEREFORE,BE IT RESOLVED
<br /> by the Council of the City of Portsmouth,
<br />Virginia, that the Rules of Order and Procedure of the Portsmouth City Council are
<br />amended by adding a new clause at the end of Section V (Decorum and Order) as follows:
<br />
<br />Section V. DECORUM AND ORDER.
<br />
<br />…
<br />Cameras, video recorders, and other recording devices may not be used any closer to
<br />the dais than the speaker’s podium, unless otherwise directed by the Sergeant-At-Arms.
<br />This restriction does not apply to devices used by the City’s Information Technology
<br />and/or Marketing & Communications Departments to record the official video recordings
<br />of Meetings and Public Work Sessions.”

<br /> Vice Mayor Lucas-Burke asked for a report back on aligning the use permit time
<br />
<br />span with the site plan time span.
<br />
<br /> Mr. Moody asked for a report back from staff on the process to receive feedback
<br />
<br />from developers regarding code amendment changes.
<br />
<br /> Dr. Whitaker asked for a report back from City Attorney Graham-Williams as to
<br />
<br />whether the Sergeant at Arms, at the City Council meetings, are acting as
<br />employees of the city or off duty.
<br />
<br /> Dr. Whitaker asked Interim City Manager Terry where in process was the forensic
<br />
<br />audit as outlined in Ordinance 2022-115.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to add an item to the
<br />agenda, and was adopted by the following vote:

<br />Nays: Barnes, Hugel, Whitaker

<br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to rescind Ordinance
<br />2022-115, adopted on December 13, 2022, pertaining to the transfer of $300,000 from
<br />the Non-Departmental Salaries category of the FY 2023 General Fund Budget to the
<br />Contractual Audit Line Item in the Finance Department Category of the FY 2023 General
<br />Fund Budget for the purpose of conducting a forensic audit of ARPA expenditures and
<br />the General Fund Budget, and an assessment of Public Utilities billing, and was adopted
<br />by the following vote:
<br />
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item.
<br />
<br />2. Elvira Johnson-Williams, 3313 Armstead Drive, spoke in support of this item.
<br />
<br />3. Sergio Neal, 1420 Elm Avenue, spoke in support of this item.
<br />
<br />4. Melissa Williams, 395 Carver Circle, spoke in opposition to this item.
<br />
<br />5. Sharon Anderson, 6005 Dunkirk Street, voiced her concern with City Council’s
<br /> behavior.
<br />

<br /> Mr. Tillage asked for and received a consensus of City Council to have monthly
<br />
<br />financial statements as part of the Public Work Session.
