Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, *De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim <br />City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />23 - 56 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> " Please attend a called meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 28, 2023, for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />School Board Members Present: <br />Dr. Cardell Patillo, Jr., Chairman <br />Irene Boone <br />Dr. Melvin Cotton, Jr. <br />Quniana Futrell <br />Sarah Duncan-Hinds <br />Yolanda Thomas <br />Dr. Ingrid Whitaker <br />Dr. Elie Bracy, III, Superintendent, Portsmouth Public Schools <br />Theodore Faulk, Chief Financial Officer, Portsmouth Public Schools <br /> <br />23 - 57 - The following items were discussed in Public Work Session: <br /> <br /> <br /> Dr. Patillo, Chairman, introduced the following: <br /> Ms. Wallace, 2023 Virginia Association for Career and Technical Education <br />˗ <br />Teacher of the Year. <br /> Mr. Woods, 2024 Citywide Teacher of the Year. <br />˗ <br /> <br />1. Joint Meeting with School Board - Dr. Bracy, Superintendent / Theodore Faulk, CFO <br /> <br />2. Zoning Amendment CA-23-01 - Jeff Miller, Deputy City Attorney <br /> There was a consensus of City Council to have the following additional language <br />˗ <br />added to the proposed code amendment: <br /> <br /> If Planning Commission previously recommended denial, then send back to <br />Planning Commission for review. <br /> There was a majority consensus of City Council to allow for a zero-time frame in <br />˗ <br />which development projects can be brought back for reconsideration if previously <br />denied by City Council. <br /> <br />3. Annual Re-Assessment Report - Patrick Dorris, City Assessor <br /> Councilman Tillage asked for a report comparing the revenue generated last year <br />˗ <br />versus the proposed revenue generated this year to provide a discount to residents <br />that cannot apply for senior and disabled veteran relief. <br /> <br />4.
