February 14, 2023 At a Called Meeting of the City Council on Tuesday, February 14, 2023, there were present: Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. 23 - 42 - Mayor Glover called the meeting to order and welcomed all in attendance. " Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, February 14, 2023, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 23 - 43 - The following items were discussed in Public Work Session: 1. HRT (Hampton Roads Transit) Update - Carl Jackson, Manager of Transportation Planning  Vice Mayor Lucas-Burke inquired about using HRT buses for advertising.  Councilman Tillage asked about rehabbing of the Victory Crossing transfer center. He also inquired about alternate payment methods for the ferry.  Councilman Moody inquired about the change over from fossil fuel to electric buses. He also asked when electric buses will be available in Portsmouth. 2. Coldest Night of the Year 5k-Walk (PVH-Portsmouth Volunteers for the Homeless) - Dr. Darlene Washington, Executive Director 3. Homeless Shelter (status/update) - Nathan Woodard, Behavioral Healthcare Services Director  Councilman Whitaker asked if the Behavioral Healthcare address could be used by the homeless for voting purposes .  Councilman Moody asked for an estimate on the homeless population.  Councilman Tillage asked that the shelter capacity be expanded. There was a consensus of City Council to have Interim City Manager Terri and staff  come back with additional design options based on the needs of the City. 4. VA250 Legislative Update - Keith Toler, Tourism Manager 5. Public Empowerment Forum Update - Peter Glagola, Marketing and Communications Director  Councilman Whitaker asked if any advertisements had been sent to minority- based newspapers.  Councilman Hugel asked that forum topics and locations be placed in newspaper advertisements.  Councilman Moody suggested that the City’s mobile message boards be used to provide information to the public. 6. City Council Liaison Reports Councilman Hugel - ˗  Planning Commission Workshop, 6 p.m. - 8 p.m., February 22, 2023, in the City Council Chamber.
