<br /> <br />February 14, 2023 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 14, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City Manager Mimi C. <br />Terry, City Attorney Lavonda Graham-Williams. <br /> <br />23 - 42 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, February 14, 2023, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />23 - 43 - The following items were discussed in Public Work Session: <br /> <br />1. HRT (Hampton Roads Transit) Update - Carl Jackson, Manager of Transportation <br />Planning <br /> <br /> Vice Mayor Lucas-Burke inquired about using HRT buses for advertising. <br /> <br /> Councilman Tillage asked about rehabbing of the Victory Crossing transfer center. <br />He also inquired about alternate payment methods for the ferry. <br /> <br /> Councilman Moody inquired about the change over from fossil fuel to electric <br />buses. He also asked when electric buses will be available in Portsmouth. <br /> <br />2. Coldest Night of the Year 5k-Walk (PVH-Portsmouth Volunteers for the Homeless) - <br /> Dr. Darlene Washington, Executive Director <br /> <br />3. Homeless Shelter (status/update) - Nathan Woodard, Behavioral Healthcare Services <br /> Director <br /> <br /> Councilman Whitaker asked if the Behavioral Healthcare address could be used <br />by the homeless for voting purposes . <br /> <br /> Councilman Moody asked for an estimate on the homeless population. <br /> <br /> Councilman Tillage asked that the shelter capacity be expanded. <br /> <br /> There was a consensus of City Council to have Interim City Manager Terri and staff <br /> <br />come back with additional design options based on the needs of the City. <br /> <br />4. VA250 Legislative Update - Keith Toler, Tourism Manager <br /> <br />5. Public Empowerment Forum Update - Peter Glagola, Marketing and Communications <br /> Director <br /> <br /> Councilman Whitaker asked if any advertisements had been sent to minority- <br />based newspapers. <br /> <br /> Councilman Hugel asked that forum topics and locations be placed in newspaper <br />advertisements. <br /> <br /> Councilman Moody suggested that the City’s mobile message boards be used to <br />provide information to the public. <br /> <br />6.
