January 24, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 24, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City <br />Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Pastor Martha Provo provided invocation which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the minutes of <br />a Called Meeting of January 10, 2023, and of a Regular Meeting of January 10, 2023, <br />and was adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />23 - 32 - Adoption of an ordinance accepting an ARPA Tourism Grant administered <br />through the Virginia Tourism Commission in the amount of $100,000 and <br />appropriating said amount in the FY 2023 Grants Fund for use by the Department <br />of Museums and Tourism. <br /> <br />Background: <br /> <br /> The Virginia Tourism Commission made available a portion of its ARPA grant <br />funding to Destination Marketing Organizations (DMO’s) throughout the state. The <br />amount was pre-determined based on the DMO’s overall economic impact on state <br />tourism. <br /> <br /> The Department of Museums and Tourism submitted an acceptable program <br />proposal and was awarded the maximum amount of $100,000. The first $50,000 arrives <br />in mid-January. The balance of $50,000 will be distributed on a re-imbursement basis. <br /> <br />Discussion: <br /> <br /> <br /> The Department must implement the program exactly as submitted and adhere to <br />all program specific guidelines and terms and conditions of the grant. This includes the <br />requirement to provide a final report to Virginia Tourism. <br /> <br /> The funds will be used to enrich the spring/summer advertising campaign and as <br />part of the regional branding for Coastal Virginia Tourism per the agreement of all member <br />DMOs of the Coastal Virginia Tourism Alliance. <br /> <br />Financial impact: <br /> <br /> No local match is required as a condition of this grant funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br /> The Department of Museums and Tourism will implement said program in <br />accordance with grant requirements. <br /> <br />1.
