<br /> <br />January 24, 2023 <br /> <br />At a Called Meeting of the City Council on Tuesday, January 24, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., *Dr. <br />Mark M. Whitaker, *De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim <br />City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />23 - 29 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, January 24, 2023, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />23 - 30 - The following items were discussed in Public Work Session: <br /> <br />1. Public Utilities Service Fees - Mimi Terry, Interim City Manager <br /> Vice Mayor Lucas-Burke asked what the cost was to the city to contract out the <br />˗ <br />installation of meters. <br /> Councilman Whitaker asked for information identifying which commercial real <br />˗ <br />estate requires a $20,000 meter. <br /> <br /> Mimi Terry, Interim City Manager will provide that information in a report back. <br /> There was a consensus of City Council to eliminate the following fees: <br />˗ <br /> <br /> Transfer fees. <br /> <br /> Residential deposit fees. <br /> <br /> Set up fees. <br /> There was also a consensus of City Council to change the bi-monthly billing cycle <br />˗ <br />to a monthly billing cycle. <br /> <br />2. Public Empowerment Sessions - Mimi Terry, Interim City Manager <br /> There was a consensus of City Council to push the Empowerment Session dates <br />˗ <br />to March. In the meantime, provide information to citizens regarding discussion <br />topics in February. <br /> <br />3. Portsmouth Redevelopment and Housing Authority (PRHA) Lexington Place - Edward <br /> Bland, Executive Director of PRHA / Alisa Winston, Deputy Executive Director of <br /> PRHA <br /> <br /> Upon request by the Chair, Councilman Whitaker left the meeting at 6:30 p.m. <br /> <br /> <br /> There was a majority consensus of City Council to provide the $1.2 million <br />˗ <br />requested by PRHA for Lexington Place. <br /> <br />4.
