<br /> <br />January 10, 2023 <br /> <br />At a Called Meeting of the City Council on Tuesday, January 10, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City Manager Mimi C. <br />Terry, City Attorney Lavonda Graham-Williams. <br /> <br />23 - 13 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, January 10, 2023, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />23 - 14 - The following items were discussed in Public Work Session: <br /> <br />1. City Council Retreat Discussion - Dee Wright, Deputy City Manager <br /> There was a majority consensus of City Council to reschedule the City Council <br /> <br />Retreat dates to Friday, April 14, 2023, and Saturday, April 15, 2023. <br /> <br />2. Public Utilities Service Fees - Mimi Terry, Interim City Manager <br /> <br /> There was a consensus of City Council to have Interim City Manager Terry report <br />back on the following: <br /> Elimination of the $170 deposit. <br />˗ <br /> Transient nature of residents. <br />˗ <br /> Cost to convert remaining manual meters to electronic. <br />˗ <br /> <br />3. Public Empowerment Session Dates - Mimi Terry, Interim City Manager <br /> <br /> Councilman Hugel asked that a discussion on crime prevention be added to <br />sessions. Councilman Moody asked that public safety be added to Mr. Hugel’s <br />request. <br /> <br /> Councilman Tillage asked that locations be assessable to all residents. <br />Councilman Whitaker suggested different locations throughout the city. <br /> <br />4. ARPA Gift Card Update - Kyera Pope, Accounting Administrator <br /> <br />23 - 15 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed <br />meeting: <br /> <br /> (A) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of <br />consultation with legal counsel employed by the public body regarding specific legal <br />matters requiring the provision of legal advice, specifically regarding the Southeastern <br />Public Service Authority and transfer stations; and <br /> <br /> (B) pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel pertaining to actual or probable litigation, where such <br />consultation or briefing in open meeting would adversely affect the negotiating or litigating <br />posture of the public body, specifically regarding Sunshine Swinson, and pursuant to <br />Virginia Code subsection 2.2-3711 A.8 for the purpose of consultation with legal counsel <br />employed by the public body regarding specific legal matters requiring the provision of <br />legal advice, specifically regarding severance agreements. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br /> <br /> <br /> <br />
