<br />At a Reorganization Meeting of the City Council on Tuesday, January 3, 2023,
<br />there were present:
<br />
<br />Mayor Shannon E. Glover, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M.
<br />Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., City Attorney
<br />Lavonda Graham-Williams.
<br />
<br /> Mayor Glover called the Reorganization Meeting to order and welcomed all in
<br />attendance.
<br />
<br />23 - 07 - Election of Vice Mayor.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Barnes, to nominate Lisa L. Lucas-
<br />Burke as Vice Mayor, and was adopted by the following vote:
<br />
<br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover
<br />Nays: None
<br />
<br />23 - 08 - Adoption of a resolution accepting the 2023 Calendar of City Council
<br />Meetings.
<br />
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that the retreat be recorded and
<br /> live streamed. He also asked that the vacation day be moved to the last meeting in
<br /> July or the first meeting in August and that the first meeting in November be skipped.
<br />
<br />
<br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />“RESOLUTION TO ADOPT THE 2023 CALENDAR OF CITY COUNCIL
<br />MEETINGS
<br />
<br />WHEREAS
<br />, the City Council for the City of Portsmouth, Virginia desires to
<br />set forth its intention to conduct its regular meetings at the times and dates set forth
<br />herein for the calendar year 2023; and
<br />
<br />WHEREAS
<br />, the City Council for the City of Portsmouth, Virginia desires to
<br />set forth its intention to conduct its public work sessions and additional scheduled
<br />meetings at the times and dates set forth herein for the calendar year 2023; and
<br />
<br />WHEREAS
<br />, the City Council for the City of Portsmouth, Virginia desires to
<br />provide for the public advance notice of its intention to conduct its public meetings
<br />th
<br />in the Council Chamber at 801 Crawford Street, 6 Floor, Portsmouth, Virginia,
<br />unless otherwise designated or provided for in a special call or notice subsequently
<br />issued for the benefit of its citizenry and open government.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED
<br /> by the Council of the City of
<br />Portsmouth, Virginia, that it hereby adopts the Portsmouth City Council 2023
<br />Calendar of City Council Meetings in the form attached hereto as Exhibit A.”

<br />23 - 09 - Ratification of boards, committees, and liaison appointments for City
<br />Council.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Tillage, to ratify boards, commissions,
<br />and liaison appointments for City Council, and was adopted by the following vote:
