December 13, 2022 <br /> <br />Museum & Fine Arts Commission <br />Mallenia Foster to be appointed to fill a term ending October 31, 2025, replacing Glen <br />Brooks. <br />Lawrence Owes to be appointed to fill a term ending October 31, 2025, replacing <br />Deborah Hines. <br />Ronald Peterman to be appointed to fill a term ending October 31, 2025, replacing <br />Marlon Deason. <br />Jennifer Caruso to be appointed to fill a term ending October 31, 2025, replacing <br />Regina McCoy. <br /> <br />Planning Commission <br />Miriam Jiggetts to be appointed to fill a term ending December 31, 2026, replacing <br />Albert Willliams. <br /> <br />Portsmouth Port & Industrial Commission <br />Roniqua Jackson to be reappointed to a term ending December 31, 2027. <br />Bracey Parr to be reappointed to a term ending December 31, 2027. <br />Benjamin Foster to be appointed to fill a term ending December 31, 2027, replacing <br />Andre Williams. <br /> <br />Wetlands Board <br />Cecilia Boyd to be appointed to fill a term ending May 31, 2025, replacing Skekinah <br />Bamberg. <br /> <br />Motion by Mr. Barnes, and seconded by Dr. Whitaker, to close nominations and <br />the above nominations were adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 375 - Items Submitted by Council Members <br /> <br />• Adoption of a resolution requesting the General Assembly of Virginia to <br />amend the Charter of the City of Portsmouth, Virginia by amending Section 12.09 <br />regarding recall of elective officers. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Battle, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTIONREQUESTING THE GENERAL ASSEMBLY OF VIRGINIA TO AMEND <br /> <br />THE CHARTER OF THE CITY OF PORTSMOUTH, VIRGINIA BY AMENDING <br />SECTION 12.09 REGARDING RECALL OF ELECTIVE OFFICERS. <br /> <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Portsmouth, Virginia: <br /> <br /> That the General Assembly of Virginia is hereby requested to amend the Charter <br />of the City of Portsmouth, Virginia, as follows: <br /> <br />1. Amend Chapter 12. Initiative, Referendum and Recall, Section 12.09 <br /> <br />(Recall of elective officers), as shown on Exhibit A hereto.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Whitaker, Woodard <br />Nays: Moody, Glover <br /> <br /> Mr. Woodard recognized his family and thanked City staff for their help during his <br /> <br />tenure on Council. <br /> <br /> Mr. Battle spoke to the citizenry about what needs to happen in the City going forward. <br /> <br /> <br /> Vice Mayor Barnes spoke on the accomplishments of Councilmen Woodard and <br /> <br />Battle. <br /> <br /> <br /> <br /> <br /> <br />
