November 22, 2022 <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $708,000 FROM THE <br />DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING SAID <br />FUNDS IN THE FY 2023 GRANTS FUND TO PROVIDE FUNDING TO THE <br />PORTSMOUTH SHERIFF’S OFFICE FOR THE SALARIES AND BENEFITS OF <br />TWELVE FULL-TIME SCHOOL RESOURCE OFFICERS.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 338 - Adoption of an ordinance appropriating $310,083 from the Fund Balance <br />of the General Fund to the General Government Category of the FY 2023 General <br />Fund Budget for the purpose of completing a Procurement Disparity Study. <br /> <br />Background: <br /> <br /> City Council directed staff to cause the performance of an updated Disparity Study. <br />By Ordinance 2022-17 adopted on February 22, 2022 City Council appropriated funding <br />for the Study into the FY 2022 General Fund Budget. <br /> <br /> The City procured a consultant and work on the Study has been ongoing. <br /> <br /> However, the funding that was appropriated to the FY 2022 General Fund Budget <br />lapsed at the end of the FY 2022 Fiscal Year (i.e. June 30, 2022). <br /> <br /> When appropriated General Fund funding lapses at the end of a Fiscal Year, it <br />reverts to Fund Balance. <br /> <br />Discussion: <br /> <br /> In order to make payment for the Study, it is necessary to reappropriate the lapsed <br />funding from Fund Balance to this year’s General Fund (FY 2023). <br /> <br /> This reappropriation does not reflect an increased cost of the Study. It is only <br />necessary because the original funding was appropriated to the FY 2022 General Fund <br />budget and the Study will not be completed until FY 2023. <br /> <br />Financial Impact: <br /> <br /> <br /> The appropriated funding will be expended for the completion of a Disparity Study. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING $310,083 FROM THE FUND BALANCE OF THE <br />GENERAL FUND TO THE GENERAL GOVERNMENT CATEGORY OF THE FY 2023 <br />GENERAL FUND BUDGET FOR THE PURPOSE OF COMPLETING A <br />PROCUREMENT DISPARITY STUDY.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 339 - Adoption of an ordinance accepting Virginia Trees for Clean Water Grant <br />funds in the amount of $4,634.35 from the Virginia Department of Forestry and <br />appropriating said amount into the FY 2023 Grants Fund for use by the Department <br />of Parks & Recreation to plant trees at City Park and Churchland Park. <br /> <br />Background: <br /> <br /> <br /> The City has received a reimbursement grant for $4,634.35to plant 41 native <br />Virginia trees in City Park and Churchland Park. The tree species will consist of seven <br />(7) Maple (Red Sunset), five (5) Serviceberry, five (5) Black Gum, six (6) Ginkgo, three <br />(3) Weeping Willow, eight (8) Dogwood, four (4) Sweet Bay Magnolia, and three (3) <br />Sweetgum (or Dept. of Forestry approved alternatives). <br /> <br /> <br /> <br /> <br />
