<br />November 22, 2022 <br /> <br />WHEREAS, <br /> the City Manager advised City Council that she intends to provide City <br />employees with a full-day holiday on November 23, 2022 to express appreciation for their <br /> <br />service over the course of the year; and <br /> <br /> WHEREAS, <br />for employees in the Circuit Court Clerk’s office to also have a full-day <br />holiday (subject to approval of the Judges of the Circuit Court), it is necessary for City <br />Council to formally establish the holiday by duly adopted Resolution; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that Wednesday November 23, 2022 is hereby established as a full-day holiday <br />for the employees of the City of Portsmouth, including without limitation (and subject to <br /> <br />approval of the Judges of the Circuit Court) employees in the Circuit Court Clerk’s Office.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Dr. Whitaker asked for a consensus of City Council to direct the City Attorney and City <br /> <br />Manager to provide a report back with the process to return properties back to <br />residents in Sugar Hill. <br /> <br /> Dr. Whitaker rescinded his request for a consensus to allow City Council to review <br /> <br />documentation provided by the City Attorney and City Assessor and will bring back <br />his request for consensus at the next City Council meeting. <br /> <br /> Mayor Glover spoke on the following: <br /> <br /> <br /> Wished citizens a Happy Thanksgiving. <br /> <br /> Participation in the Grand Illumination Parade in Norfolk. <br /> <br />22 - 356 - Report on Pending Items <br /> <br /> <br /> City Manager Chapman spoke on the following: <br /> Grand opening of Rivers Casino, January 15, 2023. <br />˗ <br /> Fusus citywide camera system going live December 14, 2022. <br />˗ <br /> Draft Crime Prevention Plan. <br />˗ <br /> Community Crime Reduction Program funding application process. <br />˗ <br />st <br /> 1 Place award in the Non-Commercial Float category for the Grand Illumination <br />˗ <br />Parade in Norfolk. <br /> <br /> Mayor Glover informed the citizens of the swearing in of new Police officers. <br /> <br /> <br /> Dr. Whitaker asked City Manager Chapman to provide an update on the infrastructure <br /> <br />grants. <br /> <br />22 - 357 - Non-Agenda Speakers <br /> <br />1. Blaire Vernon, 4012 Cedar Lane, spoke on various concerns in the City. <br /> <br />2. Cheryl Bryant, 4626 West Norfolk Road, spoke on the importance of unity in the City. <br /> <br />3. Sergio Neal, 1420 Elm Avenue, voiced his concern with the hiring practices in the <br /> City. <br /> <br />4. Mark Geduldig-Yatrofsky, P. O. Box 50141, wished City Council a Happy <br /> Thanksgiving. <br /> <br />5. John Matthews, 1 Harbor Court, voiced his concern with maintenance and safety <br /> at the parking garage at 2 Harbor Court. <br /> <br /> Councilman Moody asked that City Manager Chapman look into incorporating <br /> <br />cameras in City garages as part of the Fusus system. <br /> <br /> <br /> <br /> <br /> <br /> <br />
