<br />November 22, 2022 <br /> <br />At a Called Meeting of the City Council on Tuesday, November 22, 2022, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Tonya D. Chapman, City Attorney Lavonda Graham-Williams. <br /> <br />22 - 332 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 4:00 p.m., Tuesday, November 22, 2022, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br /> Mayor Glover congratulated Councilmen-Elect Mark Hugel and Vernon Tillage on <br /> <br />being elected to City Council. He also congratulated Councilman Moody on his <br />re-election. <br /> <br />22 - 333 - The following items were discussed in Public Work Session: <br /> <br />1. Wild Duck Lane Presentation - Chris Gullickson, Director of Development and <br />Transportation Policy, Port of Virginia / Grady Palmer, IRG <br /> <br />2. ARPA Update - City Manager Chapman <br /> <br /> Councilman Moody asked for but did not receive a consensus of City Council to <br />have staff come back with a recommendation to provide a bonus to retirees using <br />ARPA funding. <br /> <br />3. Joint Legislative Meeting with General Assembly - Sherri Neil, Intergovernmental <br /> Affairs Manager <br /> <br /> Councilman Whitaker asked for and received a majority consensus to add the <br />recall language that was submitted last legislative session to the current legislative <br />package. <br /> <br />4. City Manager’s Report/Report Backs - Tonya Chapman, City Manager <br /> <br />22 - 334 - Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to go into a closed <br />meeting pursuant to: <br /> <br />(A) Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with <br />legal counsel pertaining to actual litigation, where such consultation in open meeting <br />would adversely affect the negotiating or litigating posture of the public body, specifically <br />regarding Portsmouth Business Park, LLC v. City of Portsmouth, Portsmouth Circuit Court <br />Case Number CL 22-4327; and <br /> <br />(B) Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing the <br />disposition of publicly held real property, where discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the public body, <br />specifically regarding 700 Crawford Street. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Woodard, pursuant to Virginia <br />Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br /> <br /> <br /> <br /> <br /> <br />
