October 25, 2022 <br /> <br />WHEREAS, <br /> LBC has offered to acquire the Property for incorporation into its <br />trucking facility, and the Economic Development Authority has adopted a Resolution <br />authorizing conveyance of the Property to LBC subject to City Council’s approval of <br />conveyance to the EDA; and <br /> <br />WHEREAS, <br />the conveyance and development of the Property would place the <br />Property back on the tax rolls and save the City costs for mowing and other maintenance; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that it approves and authorizes the conveyance of the Property to the Economic <br />Development Authority; and <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is authorized to execute and <br />deliver one or more Deeds conveying the Property to the Economic Development <br />Authority and to take such further actions as she deems necessary or appropriate in <br /> <br />furtherance of the purpose of this Resolution.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />22 - 322 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />22 - 323 - Items Submitted by Council Members <br /> Mayor Glover thanked all that participated in the planning of the street naming <br /> <br />ceremony for Missy Elliott. He also informed citizens of the Virginia Lawyers Weekly <br />award being presented to Lavonda Graham-Williams, City Attorney. <br /> <br /> Mr. Moody informed citizens and City Council of the recognition given to Julie Chop <br /> <br />(Planning Department) and Bracey Parr by Inside Business magazine as two of their <br />“Top 40 Under 40”. <br /> <br /> Mr. Woodard informed citizens and City Council of the passing of Coach Sam Blake. <br /> <br /> <br /> Ms. Lucas-Burke informed citizens and City Council of the Breast Cancer Awareness <br /> <br />Walk, Saturday, October 29, 2022, at Festival Park. <br /> <br /> Mayor Glover spoke on the celebration honoring former City Councilman Edmonds <br /> <br />with the title of Bishop Emeritus at St. Mark Missionary Baptist Church. <br /> <br /> Ms. Lucas-Burke asked City Manager Chapman for a timeline on the rehabbing of the <br /> <br />water tanks. <br /> <br /> City Manager Chapman informed City Council that she would provide that <br />information. <br /> <br />22 - 324 - Report on Pending Items <br /> <br /> <br /> City Manager Chapman gave a briefing on the updated Public Utilities process. <br /> <br />22 - 325 - Non-Agenda Speakers <br /> <br />1.
