October 25, 2022 WHEREAS, LBC has offered to acquire the Property for incorporation into its trucking facility, and the Economic Development Authority has adopted a Resolution authorizing conveyance of the Property to LBC subject to City Council’s approval of conveyance to the EDA; and WHEREAS, the conveyance and development of the Property would place the Property back on the tax rolls and save the City costs for mowing and other maintenance; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it approves and authorizes the conveyance of the Property to the Economic Development Authority; and BE IT FURTHER RESOLVED that the City Manager is authorized to execute and deliver one or more Deeds conveying the Property to the Economic Development Authority and to take such further actions as she deems necessary or appropriate in furtherance of the purpose of this Resolution.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None - New Business - 22 - 322 - Boards and Commissions There were no appointments. 22 - 323 - Items Submitted by Council Members Mayor Glover thanked all that participated in the planning of the street naming  ceremony for Missy Elliott. He also informed citizens of the Virginia Lawyers Weekly award being presented to Lavonda Graham-Williams, City Attorney. Mr. Moody informed citizens and City Council of the recognition given to Julie Chop  (Planning Department) and Bracey Parr by Inside Business magazine as two of their “Top 40 Under 40”. Mr. Woodard informed citizens and City Council of the passing of Coach Sam Blake.  Ms. Lucas-Burke informed citizens and City Council of the Breast Cancer Awareness  Walk, Saturday, October 29, 2022, at Festival Park. Mayor Glover spoke on the celebration honoring former City Councilman Edmonds  with the title of Bishop Emeritus at St. Mark Missionary Baptist Church. Ms. Lucas-Burke asked City Manager Chapman for a timeline on the rehabbing of the  water tanks.  City Manager Chapman informed City Council that she would provide that information. 22 - 324 - Report on Pending Items  City Manager Chapman gave a briefing on the updated Public Utilities process. 22 - 325 - Non-Agenda Speakers 1. Sergio Neal, 1420 Elm Avenue, spoke on the importance of providing opportunities for citizens. 2. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the speakers’ statement.
