<br />October 11, 2022 <br /> <br />- New Business - <br /> <br />22 - 308 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />22 - 309 - Items Submitted by Council Members <br /> <br />• Adoption of a resolution confirming a Declaration of Local Emergency due to the <br />threat of a nor’easter formed from the remnants of Hurricane Ian impacting Portsmouth, <br />Virginia. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY DUE TO <br />THE THREAT OF A NOR’EASTER FORMED FROM THE REMNANTS OF <br />HURRICANE IAN IMPACTING PORTSMOUTH, VIRGINIA. <br /> <br />WHEREAS, <br />the City Manager of the City of Portsmouth, acting in her official <br />capacity as Director of Emergency Management, did on October 2, 2022 declare a Local <br />Emergency due to the threat of a nor’easter formed from the remnants of Hurricane Ian <br />impacting Portsmouth, Virginia; and <br /> <br />WHEREAS, <br /> pursuant to Article XIII of Chapter 2 of the Code of the City of <br />Portsmouth, it is now incumbent on City Council to take official action ratifying said <br />declaration of emergency; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that said Declaration of Local Emergency, a copy of which is attached hereto, is <br />hereby ratified and approved, and that the City Manager is further authorized to take all <br />actions reasonable and necessary to complete implementation of all measures taken to <br /> <br />respond to said emergency.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Woodard, Glover <br />Nays: None <br /> Mr. Moody asked for a detailed briefing and accounting of ARPA funds that have been <br /> <br />disseminated to 501(c)(3) organizations. <br /> <br /> Ms. Lucas-Burke spoke on the following: <br /> <br /> <br /> Mayor Glover receiving the Community Workforce Champion Award from <br />Workforce Development. <br /> <br /> Street Naming Celebration for Missy Elliott on Monday, October 17, 2022. <br /> <br /> VML Conference. <br /> <br /> Mr. Woodard asked for an update on the Cavalier Manor fields and facilities. He also <br /> <br />asked that signs be placed in communities to deter loitering and littering. <br /> City Manager Chapman will provide a report back on the Cavalier Manor fields. <br />˗ <br /> <br /> Mayor Glover asked that the report back for ARPA funding dispersed to nonprofits <br /> <br />include: <br /> <br /> Where the funds went, who received funding, and how much was dispersed to <br />organizations in the initial round of funding. <br /> <br /> He also asked for an update on the new process for dispersing current ARPA funds <br />to organizations. <br /> City Manager Chapman will provide that report back at the next Public Work <br />˗ <br />Session. <br /> <br /> Mayor Glover informed citizens and City Council of the Walk for Humanity held at <br /> <br />I. C. Norcom High School. <br /> <br /> <br /> <br /> <br /> <br />
