October 11, 2022 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 11, 2022, there were <br />present: <br /> <br />Mayor Shannon E. Glover, William E. Moody, Jr., Lisa L. Lucas-Burke, Paul J. Battle, <br />Christopher L. Woodard, Jr., City Manager Tonya D. Chapman, City Attorney Lavonda <br />Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Called Meeting of September 27, 2022, and of a Regular Meeting of September 27, <br />2022, and was adopted by the following vote: <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Woodard, Glover <br />Nays: None <br /> <br />- Presentation - <br /> <br /> <br /> Proclamation presented to the Healthy Portsmouth Coalition for Breast Cancer <br />Awareness Month. <br /> <br />- Public Hearing - <br /> <br />22 - 305 - Public hearing on a use permit application: <br /> <br />UP-22-12 UPTOWN - Resolution granting the request of Green Re-Leaf LLC <br />for a Use Permit for an urban agriculture facility to grow and cultivate <br />industrial hemp on an approximately 1.45-acre property located at <br />1300 High Street in the Neighborhood Mixed-Use (NMU) zoning <br />district and the Innovation Overlay District. The Future Land Use Map <br />of the Build One Portsmouth Comprehensive Plan designates this <br />property for Commercial use. The property is owned by Cars 4 Less, <br />Inc. Planning commission recommends denial. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to defer Item UP-22-12 <br />to the October 25, 2022, City Council Meeting, and was adopted by the following vote: <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Woodard, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />22 - 306 - Adoption of an ordinance accepting Radiological Emergency <br />Preparedness Program funding in the amount of $700 from the Virginia Department <br />of Emergency Management and appropriating said amount in the FY 2023 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management recognizes the critical role of <br />emergency management at the local level. Strong local emergency management <br />programs keep the Commonwealth safer and allow all of us to respond and recover <br />effectively and efficiently when a radiological emergency or disaster occurs. <br /> <br /> The purpose of the Radiological Emergency Preparedness Program is to support <br />the activities of local emergency management agencies in establishing, maintaining and <br />operating such emergency plans, programs and capabilities to deal with nuclear <br />accidents as are required by the Nuclear Regulatory Commission and the Federal <br />Emergency Management Agency with respect to nuclear power stations. <br /> <br /> <br /> <br /> <br /> <br /> <br />
