<br />At a Regular Meeting of the City Council on Tuesday, September 13, 2022, there
<br />were present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa
<br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City
<br />Manager Tonya D. Chapman, City Attorney Lavonda Graham-Williams.

<br />Mayor Glover asked for a moment of silence which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Woodard, and seconded by Mr. Moody, to adopt the minutes of a
<br />Called Meeting of August 9, 2022, and of a Regular Meeting of August 9, 2022, and was
<br />adopted by the following vote:
<br />
<br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover
<br />Nays: None
<br />
<br />- Public Hearing -
<br />
<br />22 - 254 Public hearing with respect the proposed adoption by the City Council of a
<br />resolution to authorize the City to contract a debt and issue water and sewer
<br />revenue bonds (the "Bonds") of the City, or notes in anticipation thereof, in
<br />a principal amount estimated not to exceed $27,700,000 to finance, with
<br />respect to the City's water and sewer system, certain costs of acquiring,
<br />constructing and equipping capital improvements for which bond proceeds
<br />have been appropriated pursuant to the City's Capital Improvement
<br />Program, as the City Council may amend it from time to time hereafter and
<br />the costs of issuance of the Bonds.

<br />1. Donna Sayegh, 304 Garland Drive, spoke in opposition to this item.
<br />
<br />21 - 255 - Public hearing on rezoning and use permit applications:
<br />
<br />(a) Z-22-03 HODGES MANOR - Ordinance granting the request of Coastal
<br />Virginia Management LLC to rezone approximately 2.36-acre portion
<br />of the 4.3-acre lot at 5809 Portsmouth Boulevard from Urban
<br />Residential (UR) to Neighborhood Mixed-Use (NMU) in order to
<br />utilize the property for commercial uses. The Future Land Use Map
<br />of the Build One Portsmouth Comprehensive Plan designates this
<br />property as a Mixed-Use Corridor. The property is owned by the
<br />Alliance Church. Planning commission recommends approval.

<br />1. Issam Baraki, 5267 Greenwich Road, Virginia Beach, presented the application.
<br />
<br />2. Casheba Cannon, 5867 Portsmouth Boulevard, spoke in support of this item.
<br />
<br />3. Reginald McDonald, 928 Holladay Street, spoke in support of this item.
<br />
<br />4. Arthur Knighton, 942 Chumley Road, spoke in support of this item.
<br />
<br />5. Rakim Russell, 5829 Waxham Court, Virginia Beach, spoke in support of this item.
<br />
<br />Motion by Dr. Whitaker, and seconded by Mr. Battle, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />
<br />“ZONING AMENDMENT ORDINANCE Z-22-03.”
