September 13, 2022 <br /> <br />Background: <br /> <br /> The Mental Health Block Grant Additional Funding Initiative fund is intended to <br />increase staff retention, provide hiring incentives, and further the professional <br />development of staff. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded one-time funding of $19,052 in FY23 Mental Health Block Grant Workforce <br />Initiative funds to the Department of Behavioral Healthcare Services. <br /> <br /> The funds will be used for the professional development of BHS staff. <br /> <br /> BHS will also increase retention strategies to maintain the current workforce and <br />offer hiring incentives. <br /> <br />Financial Impact: <br /> <br /> <br /> No additional local funding is required. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING MENTAL HEALTH BLOCK GRANT WORKFORCE <br />INITIATIVE FUNDS IN THE AMOUNT OF $19,052 FROM THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2023 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR THE PROVISION OF MENTAL HEALTH SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 270 - Adoption of an ordinance accepting Projects for Assistance in Transition <br />from Homelessness funding in the amount of $58,388 from the Virginia Department <br />of Behavioral Health and Developmental Services and appropriating said funds in <br />the FY 2023 Behavioral Healthcare Service Fund for training, travel and outreach <br />services. <br /> <br /> <br />Background: <br /> <br /> The PATH program provides community outreach, mental health, substance use, <br />case management, and other supportive services to our homeless citizens. <br /> <br />Discussion: <br /> <br /> On August 3, 2022, the Virginia Department of Behavioral Health and <br />Developmental Services awarded $4,673 of one-time funding for training, travel, and <br />outreach services, including reasonable supply cost for outreach provisions for intended <br />program beneficiaries. <br /> <br /> On August 16, 2022, the Department awarded an additional $53,715. <br /> <br />Financial Impact: <br /> <br /> <br /> No additional local funding is required. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br /> <br /> <br /> <br /> <br /> <br />
