September 13, 2022 Next Steps Following Council Action:  Finance will make the necessary budget adjustments.  The Public Utilities Department will apply the funding to eligible customer accounts. 1. Donna Sayegh, 3104 Garland Drive, asked if funds were being used to pay delinquent accounts. Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING MUNICIPAL UTILITY ASSISTANCE PROGRAM FUNDS IN THE AMOUNT OF $48,714 FROM THE VIRGINIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT AND APPROPRIATING SAID SUM IN THE FY 2023 GRANTS FUND FOR APPLICATION TO ELIGIBLE PUBLIC UTILITIES DEPARTMENT CUSTOMER ACCOUNT ARREARAGES.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 262 - Adoption of an ordinance accepting Assistance to Firefighters grant funds in the amount of $286,562.34 from the Federal Emergency Management Agency and appropriating said amount in the FY 2023 Grants Fund to provide paramedic training to firefighters. Background:  The Assistance to Firefighters Grant (AFG) Program is one of three grant programs provided by the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) to focus on enhancing the safety of the public and firefighters with respect to fire and fire-related hazards. The AFG Program provides financial assistance directly to eligible fire departments, nonaffiliated emergency medical service (EMS) organizations, and State Fire Training Academies (SFTAs) for critical training and equipment. Discussion:  The 2021 AFG Grant has been awarded to the City of Portsmouth to provide Paramedic training to firefighters currently hired, to address a growing need to provide advanced life support care to the community and enhance the quality of life for our residents.  This funding source is essential in accomplishing the mission of protecting the city and the residents of Portsmouth, by ensuring that the highest level of medical care can be provided. Financial impact:  This program does require a 10% local cash match in the amount of $28,656.24. This amount has already been appropriated to the department’s FY 2023 General Fund budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Completion of the Grant Agreement by the City Manager.  The Finance Department will assign the budget code.  Purchase of the necessary equipment, supplies, and training in support of the City’s Comprehensive Emergency Management Program.
