Donna Sayegh, 3104 Garland Drive, asked if funds were being used to pay delinquent <br /> <br /> accounts. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING MUNICIPAL UTILITY ASSISTANCE PROGRAM FUNDS <br />IN THE AMOUNT OF $48,714 FROM THE VIRGINIA DEPARTMENT OF HOUSING <br />AND COMMUNITY DEVELOPMENT AND APPROPRIATING SAID SUM IN THE FY <br />2023 GRANTS FUND FOR APPLICATION TO ELIGIBLE PUBLIC UTILITIES <br />DEPARTMENT CUSTOMER ACCOUNT ARREARAGES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 262 - Adoption of an ordinance accepting Assistance to Firefighters grant <br />funds in the amount of $286,562.34 from the Federal Emergency Management <br />Agency and appropriating said amount in the FY 2023 Grants Fund to provide <br />paramedic training to firefighters. <br /> <br /> <br />Background: <br /> <br /> The Assistance to Firefighters Grant (AFG) Program is one of three grant programs <br />provided by the Department of Homeland Security (DHS), Federal Emergency <br />Management Agency (FEMA) to focus on enhancing the safety of the public and <br />firefighters with respect to fire and fire-related hazards. The AFG Program provides <br />financial assistance directly to eligible fire departments, nonaffiliated emergency medical <br />service (EMS) organizations, and State Fire Training Academies (SFTAs) for critical <br />training and equipment. <br /> <br />Discussion: <br /> <br /> The 2021 AFG Grant has been awarded to the City of Portsmouth to provide <br />Paramedic training to firefighters currently hired, to address a growing need to provide <br />advanced life support care to the community and enhance the quality of life for our <br />residents. <br /> <br /> This funding source is essential in accomplishing the mission of protecting the city <br />and the residents of Portsmouth, by ensuring that the highest level of medical care can <br />be provided. <br /> <br />Financial impact: <br /> <br /> This program does require a 10% local cash match in the amount of $28,656.24. <br />This amount has already been appropriated to the department’s FY 2023 General Fund <br />budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Completion of the Grant Agreement by the City Manager. <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> Purchase of the necessary equipment, supplies, and training in support of the <br />City’s Comprehensive Emergency Management Program. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
