<br />September 13, 2022 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 13, 2023, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, *Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Tonya D. Chapman, City Attorney Lavonda Graham-Williams. <br /> <br />21 - 251 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, September 13, 2022, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />21 - 252 - The following items were discussed in Public Work Session: <br /> <br />1. Utility Bond Sale - David Rose, Davenport and Company <br /> <br /> Councilman Moody asked that information be provided as to the percentage of <br />delinquent utilities of commercial properties vs. residential properties. <br /> <br />2. Mosquito Spray Update - William Morris, Interim Public Works Director / Timothy <br /> DuBois, Mosquito Control Professional <br /> <br />3. 320 Quebec Street Update - Tonya Chapman, City Manager <br /> <br /> Councilman Whitaker asked that City Attorney Graham-Williams investigate how <br />the City acquired properties in the Sugar Hill community. <br /> <br />4. City Assessor’s Office Report - Patrick Dorris, City Assessor <br /> <br />5. City Manager’s Report/Report Backs - Tonya Chapman, City Manager <br /> <br /> Councilman Whitaker asked that staff provide a report back on the commercial <br />entities that have been historically delinquent on paying utility bills. <br /> <br />21 - 253 - Motion by Mr. Moody, and seconded by Mr. Woodard, to go into a closed <br />meeting pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing <br />and considering the performance of the City Assessor. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Lucas-Burke, Moody, Woodard, Glover <br />Nays: Barnes, Battle, Whitaker <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Lucas-Burke, Moody, Woodard, Glover <br />Nays: *Barnes, *Battle, *Whitaker <br /> <br />*Vice Mayor Barnes and Councilman Battle indicated that the closed session did not <br />involve a Council appointee. <br /> <br /> <br /> <br /> <br />
