<br />At a Regular Meeting of the City Council on Tuesday, August 9, 2022, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa
<br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City
<br />Manager Tonya D. Chapman, City Attorney Lavonda Graham-Williams.
<br />
<br /> Mayor Glover asked for a moment of silence which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the minutes of a
<br />Called Meeting of July 26, 2022, and of a Regular Meeting of July 26, 2022, to include
<br />additional language by Councilman Whitaker as to why he voted nay to the Closed
<br />Session Certification, and was adopted by the following vote:

<br />Nays: None

<br />- Public Hearing -
<br />
<br />22 - 238 - Public hearing on street closure and street name change applications:
<br />
<br />(a) S-22-02 DOWNTOWN - Ordinance granting the request of Mr. Robert C.
<br />Barclay IV of Cooper, Spong, & Davis, P.C. on behalf of the applicant
<br />Tim Foley for the closure of a paved alleyway between 545 High
<br />Street and 519 Washington Street. The applicant plans to combine
<br />the closure area with adjacent properties to facilitate the
<br />rehabilitation of the Professional Building. The Future Land Use Map
<br />of the Build One Portsmouth Comprehensive Plan designates the
<br />property for Mixed Use Corridor. The property is right-of-way owned
<br />by the City of Portsmouth. Planning Commission recommends
<br />approval with conditions.

<br />1. Riley Cyr, 200 High Street, presented the application.
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the following
<br />ordinance and was adopted by the following vote:
<br />
<br />“ORDINANCE TO CLOSE AN UNNAMED ALLEY EXTENDING EASTERLY FROM
<br />WASHINGTON STREET APPROXIMATELY 90’ AND LOCATED BETWEEN HIGH
<br />STREET AND KING STREET.”

<br />Nays: None

<br />(b) SNC-22-01 VICTORY CROSSING - Ordinance granting the request of Ms. Erin
<br />Carter of 5222 Forestdale Drive for a permanent street name
<br />change for a portion of McLean Street from Airline Boulevard to
<br />Greenwood Drive from its current designation to the name “Missy
<br />Elliott Boulevard” in recognition of Portsmouth native Melissa
<br />Arnette Elliott, an award winning rapper, singer, songwriter, and
<br />producer best known by the stage name “Missy Elliott”. The Future
<br />Land Use Map of the Build One Portsmouth Comprehensive Plan
<br />designates the property as Transportation. The property is public
<br />right-of-way owned by the City of Portsmouth. Planning
<br />Commission recommends approval.

<br />2. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item.
