<br />July 26, 2022 <br /> <br />WHEREAS, <br /> the City intends to submit a SMART SCALE application to VDOT <br />seeking $10,689,212 in funding in FY 2025 dollars for the Complete High Street <br />Innovation Corridor Project; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> (1) That it supports the Complete High Street Innovation Corridor Project; <br /> <br /> (2) That it supports the SMART SCALE application for the Complete High <br />Street Innovation Corridor Project; <br /> <br /> (3) That the City Manager and her designees are authorized to execute and <br />deliver such materials as may be required for the submittal of the application; and <br /> <br /> <br /> (4) That this resolution shall be in effect as of the date of adoption.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 228 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />22 - 229 - Items Submitted by Council Members <br /> <br /> Councilman Whitaker asked for and received a majority consensus of City Council to <br /> <br />direct City Manager Chapman to move forward with a Request for Proposal (RFP) on <br />the redevelopment of the Port Norfolk Recreational Facility. <br /> <br /> Councilman Whitaker asked for and received a consensus on the following items: <br /> <br /> Update on the Disparity Study. <br />˗ <br /> Discussion of American Rescue Plan Act (ARPA) Funds allocation. <br />˗ <br /> Waterfront development discussion. <br />˗ <br /> <br /> Councilman Whitaker asked for but did not receive a consensus of City Council to <br /> <br />move forward with the process of reconsidering amendments to the Charter as it <br />pertains to the noninterference clause and recall of elected officials as part of the <br />legislative packages. <br /> <br /> Councilwoman Lucas-Burke asked for and received a consensus of City Council to <br /> <br />have City Manager Chapman provide a report back on properties that have been sold <br />through the Economic Development Authority. This report should include the <br />properties that have been sold, cost of said property, and the developer that <br />purchased property. <br /> <br /> <br /> Councilman Moody asked for an update on the following: <br /> <br /> Public Works ditch cleaning schedule. <br />˗ <br /> Schedule of when ditches are treated for mosquitoes. <br />˗ <br /> <br /> Councilwoman Lucas-Burke asked for an update on the schedule of mosquito aerial <br /> <br />spraying. <br /> <br /> Councilman Moody asked that City Manager Chapman confirm if the last scheduled <br /> <br />aerial spray occurred.
