<br /> <br />July 26, 2022 <br /> <br />At a Called Meeting of the City Council on Tuesday, July 26, 2022, there were <br />present: <br /> <br />Mayor Shannon E. Glover, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. <br />Whitaker, *Paul J. Battle, *Christopher L. Woodard, Jr., City Manager Tonya D. Chapman, <br />City Attorney Lavonda Graham-Williams. <br /> <br />22 - 221 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, July 26, 2022, for the purpose of a <br />Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />22 - 222 - The following items were discussed in Public Work Session: <br /> <br />1. National Night Out - Mark Palamarchuck, Director of Parks and Recreation / Chief <br />Stephen Jenkins, Interim Police Chief <br /> <br />2. Behavioral Healthcare Services - Nathan Woodard, Director of Behavioral <br />Healthcare <br /> Councilman Whitaker asked if the state included criteria like poverty levels to <br />˗ <br />determine funding. <br /> <br /> Mr. Woodard will provide information on the list of criteria determined by the <br />state with regards to funding for cities. <br /> Councilman Whitaker asked if funding from the city should be increased for the <br />˗ <br />Department of Behavioral Healthcare. <br /> <br /> City Manager Chapman will provide a report back. <br /> <br />3. Honorary Street Naming Policy - Meg Pittenger, Assistant Director of Planning <br /> Councilman Whitaker asked that the following be reviewed and possibly added to <br />˗ <br />the policy before approval by City Council: <br /> <br /> Cost of the sign. <br /> <br /> City being responsible for maintenance. <br /> <br /> Background checks on requestee to make sure of their associations and <br />verify community involvement. <br /> Councilman Woodard asked for a visual of how the honorary sign would look. <br />˗ <br /> <br />4. Port Norfolk Recreation Center - James Wright, City Engineer <br /> Mayor Glover suggested that City Council revisit the Comprehensive Strategy as <br />˗ <br />it relates to recreational facilities to meet recreational needs of communities and <br />costs associated with these recreational facilities. <br /> <br />5. City Manager’s Report/Report Backs - City Manager Chapman <br /> City Manager and staff will be attending the Prentis Park Civic League meeting, <br />˗ <br />as part of the Rock the Block Initiative, 6 p.m., Monday, August 1, 2022, at the <br />Sheriff’s Training Academy. <br /> <br />22 - 223 - Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to go into a closed <br />meeting pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel and briefings by staff members pertaining to actual or <br />probable litigation, where such consultation in open meeting would adversely affect the <br />negotiating or litigating posture of the City, specifically regarding the taxation status of <br />certain properties and the city jail. <br /> <br /> The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br />
