June 28, 2022 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 28, 2022, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim <br />City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br /> Pastor Robert Lee provided invocation which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Called Meeting of June 14, 2022, of a Regular Meeting of June 14, 2022, of a Special <br />Called Meeting of June 16, 2022, and of a Special Meeting of June 16, 2022, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />22 - 191 - Adoption of an ordinance to amend Section 10-93 of Chapter 10 of the <br />Code of the City of Portsmouth, Virginia (2006), as amended, to change the voting <br />location for Precinct Number 5 from the Hampton Roads Community Health Center <br />to the Charles A. Fisher Memorial Academy, located at 1725 Green Street, and to <br />formally change the name of Precinct Number 5 to “Charles A. Fisher Memorial <br />Academy”. <br /> <br />Background: <br /> <br /> The Portsmouth Electoral Board requests that the Charles A. Fisher Memorial <br />Academy, located at 1725 Green Street, serve as the new polling location for precinct 5. <br /> <br />Discussion: <br /> <br /> The current polling place for precinct 5 is the former Hampton Roads Community <br />Health Center facility located at 664 Lincoln Street. Hampton Roads Community Health <br />Center is moving to High Street and the Lincoln Street facility is no longer fit to serve as <br />a polling location. <br /> <br /> The Electoral Board is therefore requesting to move the polling location for precinct <br />5 to the Charles A. Fisher Memorial Academy. The Charles A. Fisher Memorial Academy <br />is the Sheriff’s Training Facility. It is located within the precinct boundaries and is in better <br />condition. <br /> <br /> The Sheriff has agreed to allow the Charles A. Fisher Memorial Academy to serve <br />as a polling location. <br /> <br /> Because of the passage of the Virginia Voting Rights Act in 2021, changes to <br />polling locations must now be submitted to the Virginia Attorney General’s Office for <br />review before they take effect. The review period is 60 days. Therefore, the proposed <br />ordinance will have an effective date of August 31, 2022. <br /> <br />Financial Impact: <br /> <br /> The financial impact will be minimal. Voters registered in precinct 5 will be notified <br />of the change as required by Virginia Code §24.2-306. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The General Registrar and Director of Elections will provide for the necessary state <br /> <br />attorney general review of the change in accordance with Virginia Code § 24.2-129(D). <br /> <br /> <br /> <br /> <br /> <br /> <br />
