<br /> <br />June 28, 2022 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 28, 2022, there were <br />present: <br /> <br />Mayor Shannon E. Glover, *Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, *Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., <br />Interim City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />22 - 188 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, June 28, 2022, for the purpose of a <br />Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />22 - 189 - The following items were discussed in Public Work Session: <br /> <br />1. Legacy Retirement System Update - Landon Moore, Chair, Retirement Board / <br />Andre Stuart, Director, Managing Consulting Actuary, John Hancock / Brian <br />Birnbaum, Sr. Vice President, Wealth Management, Graystone Consulting <br /> Interim City Manager Terry informed City Council she would provide a printout of <br />˗ <br />companies and their investment portfolios. <br /> Brian Birnbaum informed City Council he would provide an analysis report of <br />˗ <br />company portfolios that would contain exposure to social issues. <br /> <br />2. Legislative Update - Sherri Neil, Intergovernmental Affairs Manager <br /> <br />3. City Manager’s Report/Report Backs - Mimi Terry, Interim City Manager <br /> <br />22 - 190 - Motion by Dr. Whitaker, and seconded by Mr. Woodard, to go into a closed <br />meeting: <br /> <br />(A) pursuant to Virginia Code Subsection 2.2-3711 A.3 for the purpose of <br />discussing the acquisition of real property where discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the public body, <br />specifically regarding Lincoln Memorial Cemetery located at 3901 Deep Creek Boulevard; <br />and <br /> <br />(B) pursuant to Virginia Code subsections 2.2-3711 A.1 and A.6 for the purpose <br />of discussing and considering the City Manager’s contract. <br /> <br /> The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion Dr. Whitaker, and seconded by Mr. Woodard, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened <br /> <br />were heard, discussed, or considered in the closed meeting just concluded by the City <br />Council. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
