June 14, 2022 At a Regular Meeting of the City Council on Tuesday, June 14, 2022, there were present: Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. Mayor Glover asked for a moment of silence which was followed by the Pledge of Allegiance to the Flag. Mayor Glover called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the minutes of a Called Meeting of May 24, 2022, of a Regular Meeting of May 24, 2022, of a Special Called Meeting of May 31, 2022, and of a Special Meeting of May 31, 2022, and was adopted by the following vote: Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None Mayor Glover introduced City Attorney Lavonda Graham-Williams.  - Public Hearing - 22 - 173 - Public hearing on use permit and rezoning applications: (a) UP-22-07 CHURCHLAND-Resolution granting the request of Dominique Neely for a Use Permit for a banquet hall at 5760 Churchland Boulevard. The property is zoned General Mixed Use, GMU. The Build One Portsmouth Comprehensive Plan’s Future Land Use Map recommends commercial development for the property.Planning Commission recommends approval with conditions. Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following resolution and was adopted by the following vote: “RESOLUTION GRANTING A USE PERMIT (UP-22-07) TO DOMINIQUE NEELY TO OPERATE AN EVENT SPACE/BANQUET HALL AT 5760 CHURCHLAND BOULEVARD (TAX PARCEL 0808-0010). WHEREAS , Dominique Neely has made application pursuant to Section 40.2-533 of the Code of the City of Portsmouth, Virginia for the granting of a use permit to operate an event space/banquet hall at 5760 Churchland Boulevard (Tax Parcel 0808-0010); and WHEREAS, Churchland Holdings Group LLC, the owner of the subject property, has consented to the filing of the application; and WHEREAS , the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS , the Planning Commission has recommended the approval with conditions of the application for a use permit. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That it has reviewed and considered the application materials, the City staff report, the proceedings and recommendation of the Planning Commission, all comments made at the public hearing, and the discussion of the Council regarding the application.
