June 14, 2022 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 14, 2022, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim <br />City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br /> Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the minutes of a <br />Called Meeting of May 24, 2022, of a Regular Meeting of May 24, 2022, of a Special <br />Called Meeting of May 31, 2022, and of a Special Meeting of May 31, 2022, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Mayor Glover introduced City Attorney Lavonda Graham-Williams. <br /> <br /> <br />- Public Hearing - <br /> <br />22 - 173 - Public hearing on use permit and rezoning applications: <br /> <br /> <br />(a) UP-22-07 CHURCHLAND-Resolution granting the request of Dominique <br />Neely for a Use Permit for a banquet hall at 5760 Churchland <br />Boulevard. The property is zoned General Mixed Use, GMU. The <br />Build One Portsmouth Comprehensive Plan’s Future Land Use Map <br /> <br />recommends commercial development for the property.Planning <br />Commission recommends approval with conditions. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following <br />resolution and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-22-07) TO DOMINIQUE NEELY TO <br />OPERATE AN EVENT SPACE/BANQUET HALL AT 5760 CHURCHLAND <br />BOULEVARD (TAX PARCEL 0808-0010). <br /> <br /> <br />WHEREAS <br /> , Dominique Neely has made application pursuant to Section 40.2-533 <br />of the Code of the City of Portsmouth, Virginia for the granting of a use permit to operate <br />an event space/banquet hall at 5760 Churchland Boulevard (Tax Parcel 0808-0010); and <br /> <br />WHEREAS, <br /> Churchland Holdings Group LLC, the owner of the subject property, <br />has consented to the filing of the application; and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval with <br />conditions of the application for a use permit. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That it has reviewed and considered the application materials, the City staff <br />report, the proceedings and recommendation of the Planning Commission, all comments <br />made at the public hearing, and the discussion of the Council regarding the application. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
