June 14, 2022 At a Called Meeting of the City Council on Tuesday, June 14, 2022, there were present: Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., Interim City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. 22 - 170 - Mayor Glover called the meeting to order and welcomed all in attendance. " Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, June 14, 2022, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." Mayor Glover introduced City Attorney Lavonda Graham-Williams.  22 - 171 - The following items were discussed in Public Work Session: 1. Lincoln Memorial and Calvary Cemetery Update - James Wright, City Engineer 2. Utility Bond Sale - David Rose, Senior Vice President and Manager of Public Finance, Davenport and Company - Mr. Rose informed Councilman Battle that he would provide the denominator used to determine the percentage for the Fund Balance. Councilman Battle asked for a quarterly report from the Retirement Board. ˗ 3. City Manager’s Report/Report Backs - Mimi Terry, Interim City Manager 22 - 150 - Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to go into a closed meeting pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing and considering the performance of the City Clerk and the appointment of a City Manager. The motion to go into closed meeting was adopted by the following vote: Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None Motion Mr. Barnes, and seconded by Dr. Whitaker, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed, or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None On motion, meeting adjourned.
