<br />May 24, 2022 <br /> <br />At a Called Meeting of the City Council on Tuesday, May 24, 2022, there were <br />present: <br /> <br />Mayor Shannon E. Glover, *Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Simone S. Boothe. <br /> <br />22 - 148 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, May 24, 2022, for the purpose of a <br />Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />22 - 149 - The following items were discussed in Public Work Session: <br /> <br />1. Emergency Management Hurricane Season Update - Fire Chief Mangubat / Stephen <br />Davis, Deputy Emergency Management Coordinator / Justin Arnold, Deputy Chief <br /> <br />2. Hybrid Meeting Update - Daniel Jones, Chief Information Officer <br /> <br /> There was a majority consensus of City Council to have staff move forward to <br />implement a hybrid form of meeting. <br /> <br />3. City Manager’s Report/Report Backs - Angel Jones, City Manager <br /> <br />4. City Council Liaison Reports <br />- Councilwoman Lucas-Burke - <br /> <br /> Hampton Roads Regional Jail update. <br /> <br />22 - 150 - Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to go into a closed <br />meeting: <br /> <br />(A) Virginia Code subsection 2.2-3711 A.6 for the purpose of discussing or considering <br />the investment of public funds where competition or bargaining is involved, where, if made <br />public initially, the financial interest of the governmental unit would be adversely affected, <br />specifically regarding the Hampton Roads Regional Jail; <br /> <br />(B) Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing and <br />considering appointments to boards and commissions; <br /> <br />(C) Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing and <br />considering the performance of the City Manager; and <br /> <br />(D) Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing and <br />considering the performance of the City Clerk. <br /> <br /> The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion Dr. Whitaker, and seconded by Ms. Lucas-Burke, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
