May 24, 2022 At a Called Meeting of the City Council on Tuesday, May 24, 2022, there were present: Mayor Shannon E. Glover, *Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, Interim City Attorney Simone S. Boothe. 22 - 148 - Mayor Glover called the meeting to order and welcomed all in attendance. " Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, May 24, 2022, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 22 - 149 - The following items were discussed in Public Work Session: 1. Emergency Management Hurricane Season Update - Fire Chief Mangubat / Stephen Davis, Deputy Emergency Management Coordinator / Justin Arnold, Deputy Chief 2. Hybrid Meeting Update - Daniel Jones, Chief Information Officer  There was a majority consensus of City Council to have staff move forward to implement a hybrid form of meeting. 3. City Manager’s Report/Report Backs - Angel Jones, City Manager 4. City Council Liaison Reports - Councilwoman Lucas-Burke -  Hampton Roads Regional Jail update. 22 - 150 - Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to go into a closed meeting: (A) Virginia Code subsection 2.2-3711 A.6 for the purpose of discussing or considering the investment of public funds where competition or bargaining is involved, where, if made public initially, the financial interest of the governmental unit would be adversely affected, specifically regarding the Hampton Roads Regional Jail; (B) Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing and considering appointments to boards and commissions; (C) Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing and considering the performance of the City Manager; and (D) Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing and considering the performance of the City Clerk. The motion to go into closed meeting was adopted by the following vote: Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None Motion Dr. Whitaker, and seconded by Ms. Lucas-Burke, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and
