May 10, 2022 22-140 (G): “ORDINANCE APPROVING THE FISCAL YEAR 2023 OPERATING BUDGET FOR THE PORTSMOUTH PUBLIC SCHOOL SYSTEM IN THE AMOUNT OF $239,450,691 AND APPROPRIATING THE NECESSARY FUNDS TO IMPLEMENT SAID BUDGET FOR THE FISCAL YEAR 2023.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None Motion by Dr. Whitaker, and seconded by Mr. Barnes, to adopt the following ordinance, and was adopted by the following vote: 1. JoAnn Clarke, 4717 Thornwood Drive, spoke in opposition to this item. 22-140 (H): “ORDINANCE APPROVING THE FY 2023-2027 CAPITAL IMPROVEMENT PROGRAM AND APPROPRIATING $71,730,000 IN THE FY 2023 CAPITAL IMPROVEMENT FUND, SUBJECT TO RECEIPT OF THE MEANS OF FINANCING DESIGNATED HEREIN.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None Motion by Dr. Whitaker, and seconded by Mr. Barnes, to adopt the following ordinance, and was adopted by the following vote: 1. Mayor Glover asked all in attendance to wish City Manager Jones a happy birthday.  22 - 144 - Non-Agenda Speakers 1. JoAnn Clarke, 4717 Thornwood Drive, asked that City Council provide a reliable service to those citizens that watch the meetings from home. 2. Barry Randall, 1515 Camden Avenue, spoke on the increased crime in the Brighton and Prentis Park neighborhood.
