<br />At a Regular Meeting of the City Council on Tuesday, April 12, 2022, there were
<br />present:

<br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa
<br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City
<br />Manager Angel L. Jones, Interim City Attorney Simone S. Boothe.

<br /> Mayor Glover asked for a moment of silence which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the minutes of a
<br />Called Meeting of March 22, 2022, of a Regular Meeting of March 22, 2022, and of a
<br />Called Meeting of March 29, 2022, and was adopted by the following vote:

<br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover
<br />Nays: None

<br />- Public Hearing -
<br />
<br />22-106 Public hearing to solicit citizen comments on the Community Development
<br />Block Grant (CDBG) Annual Action Plan.
<br />
<br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to the proposed Community
<br /> Development Block Grant.
<br />
<br />
<br />22-107(a) Public hearing to consider the Annual Operating Budget for FY2023.
<br />
<br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to the proposed Annual
<br /> Operating Budget.
<br />
<br />2. Levin Turner, 3601 Winchester Drive, asked that City Council fix the pay
<br /> compression for fire, rescue, and emergency services.
<br />
<br />3. JoAnn Clarke, 4717 Thornwood Street, asked that City Council make improving
<br /> infrastructure a priority.
<br />
<br />(b) Public hearing on the recommended 2023-2027 Capital
<br />Improvement Program.
<br />
<br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to the proposed Capital
<br /> Improvement Program.
<br />
<br />(c) Public hearing on proposed changes to Rates and Levies for the
<br />Fiscal Year ending June 30, 2023.
<br />
<br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to the proposed Rates and
<br /> Levies.
<br />
<br />22 - 108 - Public hearing on a use permit application:
<br />
<br />UP-22-04 DOWNTOWN - Resolution granting the request of Edward Walker of
<br />Court Street Entertainment, LLC for a Use Permit for an
<br />entertainment establishment at 467 Court Street in the Downtown
<br />D1-T5 zoning sub-district. The Build One Portsmouth
<br />Comprehensive Plan’s Future Land Use Map designates this
<br />property as Mixed-Use Downtown.
<br />
<br />Motion by Mr. Barnes, and seconded by Mr. Woodard, to adopt the following
<br />resolution, and was adopted by the following vote:
