<br />March 22, 2022 <br /> <br />At a Called Meeting of the City Council on Tuesday, March 22, 2022, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Simone S. Boothe. <br /> <br />22 - 81 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, March 22, 2022, for the purpose of <br />a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />22 - 82 - The following items were discussed in Public Work Session: <br /> <br />1. National Auto Parts Association (NAPA) Presentation - Josh Peters, Director, <br /> Genuine Parts Company <br /> <br />2. Capital Improvements Plan (CIP) Overview - James Wright, City Engineer / Mimi Terry, <br /> Chief Financial Officer (CFO) <br /> <br />-Councilman Battle asked what the city’s current debt service is and how it affects <br />our borrowing power. <br /> Mimi Terry, CFO, will provide a report back. <br /> <br /> <br />3. Utility Infrastructure Overview - Rick Underhill, Interim Director of Public Utilities / <br /> Mimi Terry, CFO <br /> <br />4. City Manager’s Report Overview/Report Backs - Angel Jones, City Manager <br /> <br /> There was a consensus of City Council to go into a closed meeting. <br /> <br /> <br />22 - 83 - Motion by Dr. Whitaker, and seconded by Mr. Woodard, to go into a closed <br />meeting pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing <br />the disposition of publicly held real property, where discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the public body, <br />specifically regarding 700 Crawford Street. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion Dr. Whitaker, and seconded by Ms. Lucas-Burke, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> On motion, meeting adjourned. <br /> <br /> <br /> <br /> <br />
