February 8, 2022 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 8, 2022, there were <br />present: <br /> <br />Mayor Shannon E. Glover, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. <br />Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, <br />Interim City Attorney Burle U. Stromberg. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the minutes <br />of a Called Meeting of January 25, 2022, and of a Regular Meeting of January 25, 2022, <br />and was adopted by the following vote: <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />22 - 35 - Public hearing on a use permit application: <br /> <br /> <br />UP-21-18 MIDTOWN -Resolution granting the request ofRachael Copeland <br />and Sean Cooper for a Use Permit for an entertainment <br />establishment at 3112 High Street. The property is zoned General <br />Mixed Use (GMU). The Generalized Future Land Use Map of the <br />Build One Portsmouth Comprehensive Plan recommends <br />commercial development for the parcel. Planning Commission <br />recommends approval with conditions. <br /> <br />1. Rachael Copeland, 2317 Lloyd Drive, Chesapeake, VA, presented the application. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-21-18) TO RACHAEL COPELAND <br />AND SEAN COOPER TO OPERATE AN ENTERTAINMENT ESTABLISHMENT AT <br />3112 HIGH STREET (TAX PARCEL 0352-0360). <br /> <br /> <br />WHEREAS <br /> , Rachael Copeland and Sean Cooper, the lessees of the subject <br />property, have made application pursuant to Section 40.2-533 of the Code of the City of <br />Portsmouth, Virginia for the granting of a use permit to operate an entertainment <br />establishment at 3112 High Street (Tax Parcel 0352-0360); and <br /> <br />WHEREAS <br /> , K F & F Properties, the owner of the subject property, has consented <br />to the application; and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval with <br />conditions of the application for a use permit. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That it has reviewed and considered the application materials, the City staff <br />report, the proceedings and recommendation of the Planning Commission, all comments <br />made at the public hearing, and the discussion of the Council regarding the application. <br /> <br /> <br /> <br /> <br /> <br /> <br />
