<br /> <br />February 8, 2022 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 8, 2022, there were <br />present: <br /> <br />Mayor Shannon E. Glover, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. <br />Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, <br />Interim City Attorney Burle U. Stromberg. <br /> <br />22 - 32 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, February 8, 2022, for the purpose of <br />a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />22 - 33 - The following items were discussed in Public Work Session: <br /> <br />1. HPC Appeal - 315 Broad Street <br /> <br /> There was a consensus of City Council to defer the appeal to the February 22, 2022, <br /> <br />Public Work Session due to the absence of the applicant. <br /> <br /> Mayor Glover asked for and received a consensus of City Council to only allow one <br /> <br />absence by an applicant for appeals in the future. <br /> <br />2. Crime Reduction Action Plan Update - Mimi Terry, CFO / Chief Nestor Mangubat, Fire <br /> Chief <br /> <br />-Councilman Whitaker asked that staff address poverty in the upcoming budget. <br />He also spoke on the importance of trauma counseling outreach in the schools. <br /> <br /> <br />-Councilman Woodard asked that staff look at blighted properties and lighting in <br />neighborhoods to deter crime. <br /> <br /> <br />3. ARPA Funding Discussion - Mimi Terry, CFO <br /> <br />4. City Manager’s Report Overview/Report Backs - Angel Jones, City Manager <br /> <br />5. City Council Liaison Report <br /> Councilwoman Lucas-Burke - <br />- <br /> <br /> Hampton Roads Transportation Planning Organization update. <br /> Councilman Whitaker - <br />- <br /> <br /> Disparity Study update. <br /> <br />22 - 34 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed <br />meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of <br />consultation with legal counsel employed by the City regarding specific legal matters <br />requiring the provision of legal advice, specifically regarding Code enforcement; and <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of <br />discussing appointments to Boards and Commissions and the performance of specific <br />appointees to Boards and Commissions. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br /> <br /> <br /> <br />
