February 8, 2022 At a Called Meeting of the City Council on Tuesday, February 8, 2022, there were present: Mayor Shannon E. Glover, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. 22 - 32 - Mayor Glover called the meeting to order and welcomed all in attendance. "Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, February 8, 2022, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 22 - 33 - The following items were discussed in Public Work Session: 1. HPC Appeal - 315 Broad Street There was a consensus of City Council to defer the appeal to the February 22, 2022,  Public Work Session due to the absence of the applicant. Mayor Glover asked for and received a consensus of City Council to only allow one  absence by an applicant for appeals in the future. 2. Crime Reduction Action Plan Update - Mimi Terry, CFO / Chief Nestor Mangubat, Fire Chief -Councilman Whitaker asked that staff address poverty in the upcoming budget. He also spoke on the importance of trauma counseling outreach in the schools. -Councilman Woodard asked that staff look at blighted properties and lighting in neighborhoods to deter crime. 3. ARPA Funding Discussion - Mimi Terry, CFO 4. City Manager’s Report Overview/Report Backs - Angel Jones, City Manager 5. City Council Liaison Report Councilwoman Lucas-Burke - -  Hampton Roads Transportation Planning Organization update. Councilman Whitaker - -  Disparity Study update. 22 - 34 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into a closed meeting: (A) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of consultation with legal counsel employed by the City regarding specific legal matters requiring the provision of legal advice, specifically regarding Code enforcement; and (B) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing appointments to Boards and Commissions and the performance of specific appointees to Boards and Commissions.
