January 25, 2022 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 25, 2022, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />Pastor Harold Woodley provided invocation which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the minutes of a <br />Called Meeting of January 11, 2022, and of a Regular Meeting of January 11, 2022, and <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />22 - 24 - Adoption of an ordinance accepting Municipal Utility Assistance Program <br />funds in the amount of $358,129.64 from the Virginia Department of Housing and <br />Community Development and appropriating said sum in the FY 2022 Grants Fund <br />for application to eligible Public Utilities Department customer account arrearages. <br /> <br />Background: <br /> <br /> The Municipal Utility Assistance Program was created by the state and uses <br />federal funding to provide assistance to eligible City water and sewer customers who are <br />in arrears on their accounts as a result of Covid-19 impacts. <br /> <br />Discussion: <br /> <br /> In accordance with program guidelines, the funds will be applied directly to Public <br />Utilities Department customer accounts for water and sewer service-related arrearages <br />during the period from February 29, 2020, through August 31, 2021. <br /> <br /> The City must apply all awarded funds to qualitied customer accounts by February <br />28, 2022, to avoid returning unused funds. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the necessary budget adjustments. <br /> <br /> The Public Utilities Department will apply the funding to eligible customer accounts. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, voiced her concern with overdue water bills. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING MUNICIPAL UTILITY ASSISTANCE PROGRAM FUNDS <br />IN THE AMOUNT OF $358,129.64 FROM THE VIRGINIA DEPARTMENT OF HOUSING <br />AND COMMUNITY DEVELOPMENT AND APPROPRIATING SAID SUM IN THE FY <br />2022 GRANTS FUND FOR APPLICATION TO ELIGIBLE PUBLIC UTILITIES <br />DEPARTMENT CUSTOMER ACCOUNT ARREARAGES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br />
