January 11, 2022 <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STATE OPIOID RESPONSE GRANT FUNDING IN <br />THE AMOUNT OF $385,000 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID SUM IN THE FY 2022 BEHAVIORAL HEALTHCARE <br />SERVICES FUND FOR SUBSTANCE USE SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />22 - 14 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />22 - 15 - Items Submitted by Council Members <br /> <br />• <br />Adoption of a resolution concerning entry into a Southside Network Authority <br />Project participation agreement and acquisition of shares in the Regional Fiber <br />Connectivity Ring Project. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to defer the resolution <br />concerning entry into a Southside Network Authority Project participation agreement to <br />the January 25, 2022, City Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Dr. Whitaker asked that City Manager Jones bring back information on the plan to <br /> <br />convert the old Sports Hall of Fame into an African American Museum and Cultural <br />site. <br /> <br /> City Manager Jones will provide an update at the next Public Work Session. <br /> <br /> Ms. Lucas-Burke asked that City Manager Jones and Interim City Attorney <br /> <br />Stromberg bring back an update on the Hampton Roads Regional Jail. <br /> <br /> <br /> Vice Mayor Barnes spoke on the following: <br /> <br /> <br />-Wished everyone a Happy New Year. <br /> <br />-Congratulated Portsmouth Christian Varsity Football Team on winning the Private <br />School State Championship. <br /> <br />-Inaugural Prestigious Women of Portsmouth Award Ceremony. <br /> <br /> Mr. Woodard congratulated Ms. Monica Atkins on being a recipient of the Prestigious <br /> <br />Women of Portsmouth Award. He also informed citizens and City Council of his <br />attendance of a Stop the Violence Rally and congratulated Councilwoman Lucas- <br />Burke on being appointed chair of the Portsmouth Community Network Broadband <br />Authority. <br /> <br /> <br /> Dr. Whitaker thanked City Manager Jones and Chief Financial Officer Terry for coming <br /> <br />up with a plan on how the ARPA funds can be used to provide direct payments to <br />citizens who are struggling. <br /> <br /> <br /> <br /> <br /> <br /> <br />
