<br />At a Regular Meeting of the City Council on Tuesday, December 14, 2021, there
<br />were present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa
<br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City
<br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg.
<br />
<br />Reverend Camille Pentsil opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of
<br />a Called Meeting of November 18, 2021, a Called Meeting of November 23, 2021, of a
<br />Regular Meeting of November 23, 2021, and of a Called Meeting of December 2, 2021,
<br />and was adopted by the following vote:

<br />Nays: None

<br />- Public Hearing -
<br />
<br />21 - 376 - Public hearing on street closure and use permit applications:
<br />
<br />(a) S-21-02 HIGHLAND-BILTMORE - Ordinance granting the request of Thomas
<br />D. Ford and Theresa Cox-Ford for the closure of a portion of an
<br />alleyway that will be evenly divided and maintained by all the
<br />adjoining property owners. The closure area is adjacent to the
<br />applicant’s daycare center at 603 Hansen Avenue and abuts 200,
<br />204 and 208 Truxton Avenue. The Future Land Use Map of the Build
<br />One Portsmouth Comprehensive Plan designates the property for
<br />Single Family Residential, Low to Medium Density. The property is
<br />right-of-way owned by the City of Portsmouth. Planning Commission
<br />recommends approval with conditions.
<br />
<br />1. Thomas Ford, 800 Crawford Street, presented the application.
<br />
<br />2. Shameen Rollins, Farragut Street, voiced concern with violence in Afton Square.
<br />
<br />3. Sheila Joseph, 139 Grand Street, spoke in support of this item.
<br />
<br />Motion by Dr. Whitaker, and seconded by Mr. Moody, to adopt the following
<br />ordinance and was adopted by the following vote:
<br />
<br />“ORDINANCE TO CLOSE A 12 FOOT BY 150 FOOT PORTION OF AN ALLEY
<br />EXTENDING SOUTH FROM HANSEN AVENUE AND LOCATED BETWEEN
<br />MONTCLAIR AVENUE AND TRUXTON AVENUE.”

<br />
<br />(b) UP-21-17 PRENTIS PLACE - Resolution granting the request of Lloyd
<br />Vaughn, Jr., with Jay Investment Corporation, for a Use Permit for
<br />four (4) townhomes at 816 Randolph Street. The property is zoned
<br />Neighborhood Mixed Use, NMU. The parcel will be developed at a
<br />density of 12 units per acre. The Build One Portsmouth
<br />Comprehensive Plan recommends commercial development for
<br />the property. Planning Commission recommends approval with
<br />conditions.

<br />1. Lloyd Vaughn, 1504 Pine Grove Lane, Chesapeake, presented the application.
