November 23, 2021 <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Manager will execute and deliver the new lease. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION APPROVING THE LEASING OF APPROXIMATELY 32,500 NET <br />SQUARE FEET IN THE SOCIAL SERVICES BUILDING AT 1701 HIGH STREET TO <br />THE COMMONWEALTH OF VIRGINIA DEPARTMENT OF GENERAL SERVICES FOR <br />USE BY THE PORTSMOUTH HEALTH DEPARTMENT. <br /> <br /> WHEREAS, <br />since 2001 the City of Portsmouth has subleased space in the Social <br />Services Building at 1701 High Street to the Commonwealth for use by the Health <br />Department; and <br /> <br />WHEREAS, <br /> the presence of the Health Department in the Social Services Building <br />centralizes services for residents; and <br /> <br />WHEREAS, <br /> the Commonwealth and Health Department desire to extend their <br />lease for the current space at a rental rate of $30,987.40 per month; and <br /> <br />WHEREAS, <br /> the Commonwealth has proposed a new lease with a five year initial <br />term, a five year option term, and a year to year tenancy thereafter; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it approves and authorizes the execution of a lease with the Virginia <br />Department of General Services for approximately 32,500 net square feet in the Social <br />Services Building at 1701 High Street, with a rental rate of $30,987.40 per month and a <br /> <br />five year initial term, plus a five year option term and a year to year tenancy thereafter.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 360-Adoption of Resolutions approving the 2022 State Legislative Initiatives <br /> <br />Package and the 2022 Federal Legislative Initiatives Package. <br /> <br />Background: <br /> <br /> Portsmouth City Council is set to formally adopt the 2022 State and Federal <br />Initiatives Legislative Packages at its regular City Council meeting on Tuesday, November <br />23, 2021. <br /> <br /> The City Council will share the proposed state package with its General Assembly <br />Delegation in a joint meeting on November 23, 2021. <br /> <br />Discussion: <br /> <br /> Every department within the City of Portsmouth was provided an opportunity to <br /> <br />identify issues for inclusion in the 2022 State and Federal Legislative Initiatives Packages. <br /> <br /> The items included in the 2022 State and Federal Legislative Initiatives Packages <br />were vetted with the City Manager. <br /> <br /> These items were then presented and vetted with the City Council members at <br />their September 14, 2021, City Council Work Session to determine which items would <br />remain and which would be eliminated. <br /> <br /> Following this meeting, all the potential edits by City Council received at this <br />meeting, and those submitted following this meeting, were reviewed and addressed. <br /> <br /> Adoption by Resolution of the items included in the 2022 State Legislative <br />Initiatives package demonstrates City Council’s agreement on these matters, and its <br />desire that the items in this package be submitted for consideration and where <br />appropriate, introduction, by members of the Portsmouth General Assembly Delegation. <br /> <br /> Adoption by Resolution of the items included in the 2022 Federal Legislative <br />Initiatives package exhibits City Council’s agreement on these matters, and its desire that <br />the items in this package be submitted for consideration and where appropriate, <br />introduction, to the City’s Congressional Delegation. <br /> <br /> <br /> <br /> <br /> <br />
