November 23, 2021 At a Called Meeting of the City Council on Tuesday, November 23, 2021, there were present: Mayor Shannon E. Glover, *Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, *Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. 21 - 350 - Mayor Glover called the meeting to order and welcomed all in attendance. th " Please attend a called meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 23, 2021, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." General Assembly Members Present: Senator L. Louise Lucas Delegate Don Scott Delegate-Elect Nadarius Clark 21 - 351 - The following items were discussed in Public Work Session: 1. Annual City Council/General Assembly Delegation Legislative Meeting - Sherri Neil, Intergovernmental Affairs Manager 2. Davenport’s Utility Fund - ARPA Update - David Rose, Senior Vice President and Manager of Public Finance 3. City Manager’s Report Overview/Report Backs - Angel Jones, City Manager 21 - 352 - Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to go into a closed meeting pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of discussing or considering appointments to Boards and Commissions and the position of City Attorney. The motion was adopted by the following vote: Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed, or considered in the closed meeting just concluded by the City Council. The motion was denied by the following vote: Ayes: Moody, Glover Nays: Barnes, Battle, Lucas-Burke, Whitaker, Woodard § In accordance with 2.2-3712 of the Virginia Code, the members voting “nay” stated their reasons for their “nay” vote during the following regular meeting.
