November 9, 2021 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 9, 2021, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Barnes, and seconded by Mr. Woodard, to adopt the minutes of a <br />Called Meeting of October 26, 2021, and of a Regular Meeting of October 26, 2021, and <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />21 - 335 - Public hearing on use permit and rezoning applications: <br /> <br />(a) UP-21-15 MAYFLOWER PARK - Resolution granting the request of Glenn <br />Robinson and Ellen Crane, of Calvary Truck Rental and Moving <br />Supplies LLC, for a Use Permit for a vehicle sales use to rent U-Haul <br />vehicles and sell moving supplies within the shopping center on a <br />5.634-acre parcel at 6229 Portsmouth Boulevard in the <br />Neighborhood Mixed-Use (NMU) zoning district. The Future Land <br />Use Map of the Build One Portsmouth Comprehensive Plan <br />designates this property as a Mixed-Use Corridor. The property is <br />owned by Manor Village LLC. Planning Commission recommends <br />approval with conditions. <br /> <br />1. Glenn Robinson, 49 Gillis Road, presented the application. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Barnes, to adopt the following <br />resolution and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-21-15) TO GLENN ROBINSON AND <br />ELLEN CRANE TO CONDUCT A VEHICLE SALES USE THROUGH THE RENTAL OF <br />U-HAUL TRUCKS FROM SUITE 6229 OF THE SHOPPING CENTER LOCATED AT <br />6229 PORTSMOUTH BOULEVARD (TAX PARCEL 0620-0020). <br /> <br /> <br />WHEREAS <br /> , Glenn Robinson and Ellen Crane, on behalf of the contract lessee of <br />the subject property, have made application pursuant to Section 40.2-533 of the Code of <br />the City of Portsmouth, Virginia for the granting of a use permit to conduct a vehicle sales <br />use through the rental of U-Haul trucks from Suite 6229 of the shopping center located at <br />6229 Portsmouth Boulevard (Tax Parcel 0620-0020); and <br /> <br />WHEREAS, <br /> Manor Village LLC, the owner of the subject property, has consented <br />to the application; and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval of the <br />application for a use permit. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> <br /> <br /> <br /> <br />
