November 9, 2021 At a Regular Meeting of the City Council on Tuesday, November 9, 2021, there were present: Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. Mayor Glover asked for a moment of silence which was followed by the Pledge of Allegiance to the Flag. Mayor Glover called the meeting to order and welcomed all in attendance. Motion by Mr. Barnes, and seconded by Mr. Woodard, to adopt the minutes of a Called Meeting of October 26, 2021, and of a Regular Meeting of October 26, 2021, and was adopted by the following vote: Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None - Public Hearing - 21 - 335 - Public hearing on use permit and rezoning applications: (a) UP-21-15 MAYFLOWER PARK - Resolution granting the request of Glenn Robinson and Ellen Crane, of Calvary Truck Rental and Moving Supplies LLC, for a Use Permit for a vehicle sales use to rent U-Haul vehicles and sell moving supplies within the shopping center on a 5.634-acre parcel at 6229 Portsmouth Boulevard in the Neighborhood Mixed-Use (NMU) zoning district. The Future Land Use Map of the Build One Portsmouth Comprehensive Plan designates this property as a Mixed-Use Corridor. The property is owned by Manor Village LLC. Planning Commission recommends approval with conditions. 1. Glenn Robinson, 49 Gillis Road, presented the application. Motion by Mr. Moody, and seconded by Mr. Barnes, to adopt the following resolution and was adopted by the following vote: “RESOLUTION GRANTING A USE PERMIT (UP-21-15) TO GLENN ROBINSON AND ELLEN CRANE TO CONDUCT A VEHICLE SALES USE THROUGH THE RENTAL OF U-HAUL TRUCKS FROM SUITE 6229 OF THE SHOPPING CENTER LOCATED AT 6229 PORTSMOUTH BOULEVARD (TAX PARCEL 0620-0020). WHEREAS , Glenn Robinson and Ellen Crane, on behalf of the contract lessee of the subject property, have made application pursuant to Section 40.2-533 of the Code of the City of Portsmouth, Virginia for the granting of a use permit to conduct a vehicle sales use through the rental of U-Haul trucks from Suite 6229 of the shopping center located at 6229 Portsmouth Boulevard (Tax Parcel 0620-0020); and WHEREAS, Manor Village LLC, the owner of the subject property, has consented to the application; and WHEREAS , the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS , the Planning Commission has recommended the approval of the application for a use permit. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
