<br />November 9, 2021 <br /> <br />At a Called Meeting of the City Council on Tuesday, November 9, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, *Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, *Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />21 - 332 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, November 9, 2021, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />21 - 333 - The following items were discussed in Public Work Session: <br /> <br />1. Portsmouth Homeless Initiative - Pamela Little-Hill, Director of Social Services <br /> <br />2. City Manager’s Report Overview - Angel Jones, City Manager <br /> <br />-Request for Proposal (RFP) for Cemeteries update <br /> <br /> There was a consensus of City Council to allow for an RFP for the restoration <br />of the Mount Calvary Cemetery Complex and Lincoln Cemetery. <br /> <br />-African American Museum update <br /> <br />-Minority Contracting update <br /> <br />-Disparity Study RFP update <br /> <br />-Summer Internship update <br /> <br /> <br />21 - 334 - Motion by Dr. Whitaker, and seconded by Mr. Woodard, to go into a closed <br />meeting pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel pertaining to actual or probable litigation, where such <br />consultation in open meeting would adversely affect the negotiating or litigating posture <br />of the City, specifically regarding events related to the Monument protests and workers’ <br />compensation. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Whitaker, Woodard, Glover <br />Nays: Moody <br /> <br />Motion Mr. Barnes, and seconded by Dr. Whitaker, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> On motion, meeting adjourned. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
