<br />October 26, 2021 <br /> <br />At a Called Meeting of the City Council on Tuesday, October 26, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, *Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, *Dr. Mark M. Whitaker, Paul J. Battle, *Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />21 - 317 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, October 26, 2021, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />21 - 318 - The following item was discussed in Public Work Session: <br /> <br />1. Land Use and Development Overview - Bob Baldwin, Deputy City Manager / James <br /> Wright, City Engineer / Doug Smith, Building Code Enforcer <br />Councilman Whitaker suggested that inspectors carry a check list during <br />- <br />inspections. <br /> <br /> City Manager Jones informed City Council that she would get back with <br />improvements on inspection procedures which would include a check list. <br />- Councilman Whitaker also suggested a survey for contractors to give feedback on <br />how the improve the inspection process. <br /> <br />21 - 319 - Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to go into a closed <br />meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel pertaining to actual or probable litigation, where such <br />consultation in open meeting would adversely affect the negotiating or litigating posture <br />of the City, specifically regarding events related to the Monument protests and other <br />litigation issues; and <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of <br />discussing the disposition of publicly held real property, where discussion in an open <br />meeting would adversely affect the bargaining position or negotiating strategy of the <br />public body, specifically regarding 700 Crawford Street. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, pursuant to Virginia <br />Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
