October 12, 2021 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 12, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Barnes, and seconded by Mr. Battle, to adopt the minutes of a Called <br />Meeting of September 28, 2021, and of a Regular Meeting of September 28, 2021, and <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />21 - 303 - Public hearing on rezoning, use permit, and code amendment applications: <br /> <br />(a) Z-21-05 OLDE TOWNE - Ordinance granting the request of Edward E. <br />O’Brien for a Rezoning of an approximately 0.139-acre property at <br />441 Washington Street from Historic Limited Office (HLO) to Historic <br />Limited Business (HLB). The Future Land Use Map of the Build One <br />Portsmouth Comprehensive Plan designates this property for Mixed- <br />Use Downtown. The property is owned by 441 Washington Street <br /> <br />LLC. Planning Commission recommends approval with conditions. <br /> <br />1. Bryan Plumlee, 200 High Street, presented the application. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ZONING AMENDMENT ORDINANCE Z-21-05.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br />(b) UP-21-13 OLDE TOWNE- Resolution granting the request of Edward E. <br />O’Brien for a Use Permit for an entertainment establishment on the <br />approximately 0.139-acre property at 441 Washington Street in the <br />Historic Limited Office (HLO) zoning district. The Future Land Use <br />Map of the Build One Portsmouth Comprehensive Plan designates <br />this property for Mixed-Use Downtown. The property is owned by <br /> <br />441 Washington Street LLC.Planning Commission recommends <br />approval with conditions. <br /> <br />1.
