October 12, 2021 At a Regular Meeting of the City Council on Tuesday, October 12, 2021, there were present: Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. Mayor Glover asked for a moment of silence which was followed by the Pledge of Allegiance to the Flag. Mayor Glover called the meeting to order and welcomed all in attendance. Motion by Mr. Barnes, and seconded by Mr. Battle, to adopt the minutes of a Called Meeting of September 28, 2021, and of a Regular Meeting of September 28, 2021, and was adopted by the following vote: Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None - Public Hearing - 21 - 303 - Public hearing on rezoning, use permit, and code amendment applications: (a) Z-21-05 OLDE TOWNE - Ordinance granting the request of Edward E. O’Brien for a Rezoning of an approximately 0.139-acre property at 441 Washington Street from Historic Limited Office (HLO) to Historic Limited Business (HLB). The Future Land Use Map of the Build One Portsmouth Comprehensive Plan designates this property for Mixed- Use Downtown. The property is owned by 441 Washington Street LLC. Planning Commission recommends approval with conditions. 1. Bryan Plumlee, 200 High Street, presented the application. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ZONING AMENDMENT ORDINANCE Z-21-05.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None (b) UP-21-13 OLDE TOWNE- Resolution granting the request of Edward E. O’Brien for a Use Permit for an entertainment establishment on the approximately 0.139-acre property at 441 Washington Street in the Historic Limited Office (HLO) zoning district. The Future Land Use Map of the Build One Portsmouth Comprehensive Plan designates this property for Mixed-Use Downtown.
