<br />October 12, 2021 <br /> <br />At a Called Meeting of the City Council on Tuesday, October 12, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, *Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, *Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />21 - 300 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, October 12, 2021, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />21 - 301 - The following items were discussed in Public Work Session: <br /> <br />1. American Rescue Plan Act (ARPA) - Mimi Terry, Deputy City Manager <br /> <br /> <br />Councilman Whitaker asked for a breakdown of the populations that would benefit <br />the most from the ARPA funds. <br /> <br /> Pamela Little-Hill, Director of Social Services, informed City Council that she <br />would provide that information. <br /> <br /> <br />Councilman Moody asked that when looking at the senior tax relief that the asset <br />portion be adjusted for inflation. <br /> <br /> Deputy City Manager Terry informed City Council she would get information <br />from surrounding cities as to their income and asset caps with regards the <br />senior tax relief program. <br /> <br /> <br />Vice Mayor Barnes asked that ARPA funds be allocated to the recreational <br />facilities that were presented in the August 10, 2021, report. <br /> <br />2. City Manager’s Report Overview - Angel Jones, City Manager <br /> <br />21 - 302 - Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to go into a closed <br />meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation <br />with legal counsel pertaining to actual or probable litigation, where such consultation in <br />open meeting would adversely affect the negotiating or litigating posture of the City, <br />specifically regarding L. Louise Lucas v. Angela Greene and Kevin McGee; and <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of consultation <br />with legal counsel employed by the City regarding specific legal matters requiring the <br />provision of legal advice, specifically regarding New Port. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion Mr. Barnes, and seconded by Mr. Moody, pursuant to Virginia Code Section <br />2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br /> <br /> <br /> <br />
