October 12, 2021 At a Called Meeting of the City Council on Tuesday, October 12, 2021, there were present: Mayor Shannon E. Glover, *Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa L. Lucas-Burke, *Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. 21 - 300 - Mayor Glover called the meeting to order and welcomed all in attendance. " Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, October 12, 2021, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 21 - 301 - The following items were discussed in Public Work Session: 1. American Rescue Plan Act (ARPA) - Mimi Terry, Deputy City Manager  Councilman Whitaker asked for a breakdown of the populations that would benefit the most from the ARPA funds.  Pamela Little-Hill, Director of Social Services, informed City Council that she would provide that information.  Councilman Moody asked that when looking at the senior tax relief that the asset portion be adjusted for inflation.  Deputy City Manager Terry informed City Council she would get information from surrounding cities as to their income and asset caps with regards the senior tax relief program.  Vice Mayor Barnes asked that ARPA funds be allocated to the recreational facilities that were presented in the August 10, 2021, report. 2. City Manager’s Report Overview - Angel Jones, City Manager 21 - 302 - Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to go into a closed meeting: (A) pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with legal counsel pertaining to actual or probable litigation, where such consultation in open meeting would adversely affect the negotiating or litigating posture of the City, specifically regarding L. Louise Lucas v. Angela Greene and Kevin McGee; and (B) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of consultation with legal counsel employed by the City regarding specific legal matters requiring the provision of legal advice, specifically regarding New Port. The motion was adopted by the following vote: Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None Motion Mr. Barnes, and seconded by Mr. Moody, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed, or considered in the closed meeting just concluded by the City Council.
