September 14, 2021 <br /> <br />21 - 263 - Adoption of an ordinance accepting a Flood Mitigation Assistance Grant <br />in the amount of $7,485,000 from the Federal Emergency Management Agency <br />and appropriating said funds in the Stormwater Category of the FY 2022 Capital <br />Improvement Fund budget to provide funding for the Olde Towne Stormwater <br />Pump Station. <br /> <br />Background: <br /> <br /> <br /> Each fiscal year the Virginia Department of Emergency Management provides an <br />opportunity for localities to apply for grants through FEMA. <br /> <br /> The city resiliency team applied for and received a Flood Mitigation Assistance <br />Grant through this process. <br /> <br />Discussion: <br /> <br /> This mitigation project will build a new stormwater pump station at 301 Washington <br /> <br />Street. <br /> <br /> This project will provide flood protection for the Olde Towne Drainage Basin, <br />specifically Dinwiddie Street, Waverly Street, Hampton Place and portions of Washington <br /> <br />Street. <br /> <br /> The Olde Towne Stormwater Pump Station is a critical element of the City’s overall <br />flood protection strategy, which already includes completed projects along Crawford <br />Parkway. Those projects include a newer seawall with tidegates at the outfall structures, <br />a newer tidegate for the box culvert (main outfall for the drainage basin), and a <br />reconfigured Crawford Parkway (the roadway was raised and two lanes of green space <br /> <br />were added). <br /> <br />Financial Impact: <br /> <br /> The FEMA Flood Mitigation Assistance Grant Award is $9,980,000. <br /> <br /> The federal share is $7,485,000. <br /> <br /> The local share is $2,495,000 and will be satisfied through existing appropriations <br />in the Stormwater CIP. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget adjustments <br /> <br />1. Donna Sayegh, 3104 Garland Drive, asked for the income and expense report on <br />how funds are being spent. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A FLOOD MITIGATION ASSISTANCE GRANT IN THE <br />AMOUNT OF $7,485,000 FROM THE FEDERAL EMERGENCY MANAGEMENT <br />AGENCY AND APPROPRIATING SAID FUNDS IN THE STORMWATER CATEGORY <br />OF THE FY 2022 CAPITAL IMPROVEMENT FUND BUDGET TO PROVIDE FUNDING <br />FOR THE OLDE TOWNE STORMWATER PUMP STATION.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 264 - Adoption of an ordinance to amend Article I of Chapter 17 of the Code of <br />the City of Portsmouth, Virginia by amending Subsection 17-2(a) for the purpose <br />of conforming terminology to the Uniform Statewide Building Code. <br /> <br />Background: <br /> <br /> The Commonwealth of Virginia has adopted a Uniform Statewide Building Code <br />(USBC). <br /> <br /> The USBC establishes uniform building and maintenance standards throughout <br />the Commonwealth and has been incorporated into the Portsmouth City Code. <br /> <br /> <br /> <br /> <br />
