September 14, 2021 At a Called Meeting of the City Council on Tuesday, September 14, 2021, there were present: Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. 21 - 254 - Mayor Glover called the meeting to order and welcomed all in attendance. " Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, September 14, 2021, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 21 - 255 - The following items were discussed in Public Work Session: 1. Legislative Package Draft - Sherri Neil, intergovernmental Affairs Manager -Councilman Whitaker asked for and received consensus of City Council to make the K12 Education - Expand Standards of Quality - provide funding for non-SOQ Support positions a legislative item rather than a policy. He also asked that the support positions cap be removed and that both the lottery and treasury funds be allocated as part of basic needs formula. -Councilman Whitaker asked for and received a consensus of City Council to request additional funds for the historical African American cemeteries and graves. 2. American Rescue Plan Act (ARPA) - Mimi Terry, Deputy City Manager -Councilman Whitaker asked for a breakdown in cost for each project.  Mimi Terry, Deputy City Manager, informed City Council she would provide that information. -Councilman Whitaker asked that direct payments be provided for those that meet the criteria as directed by City Council in a memo. -Councilman Woodard inquired about using grants to fund the Seawall project.  City Manager Jones informed City Council she would provide information with regards grant funding and the Seawall project. -Councilman Whitaker asked that the report back include cost of each item, direct payments, and the expansion of the real estate tax relief. 3. City Manager’s Report Overview - Angel Jones, City Manager 21 - 256 - Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to go into a closed meeting pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of discussion, consideration, or interviews regarding the performance and position of the City Attorney. The motion was adopted by the following vote: Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None Motion Mr. Moody, and seconded by Ms. Lucas-Burke, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed, or considered in the closed meeting just concluded by the City Council.
