<br />September 14, 2021 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 14, 2021, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />21 - 254 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> " Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, September 14, 2021, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />21 - 255 - The following items were discussed in Public Work Session: <br /> <br />1. Legislative Package Draft - Sherri Neil, intergovernmental Affairs Manager <br /> <br />-Councilman Whitaker asked for and received consensus of City Council to make <br />the K12 Education - Expand Standards of Quality - provide funding for non-SOQ <br />Support positions a legislative item rather than a policy. He also asked that the <br />support positions cap be removed and that both the lottery and treasury funds be <br />allocated as part of basic needs formula. <br /> <br />-Councilman Whitaker asked for and received a consensus of City Council to <br />request additional funds for the historical African American cemeteries and graves. <br /> <br />2. American Rescue Plan Act (ARPA) - Mimi Terry, Deputy City Manager <br /> <br />-Councilman Whitaker asked for a breakdown in cost for each project. <br /> <br /> Mimi Terry, Deputy City Manager, informed City Council she would provide that <br />information. <br /> <br />-Councilman Whitaker asked that direct payments be provided for those that meet <br />the criteria as directed by City Council in a memo. <br /> <br />-Councilman Woodard inquired about using grants to fund the Seawall project. <br /> <br /> City Manager Jones informed City Council she would provide information with <br />regards grant funding and the Seawall project. <br /> <br />-Councilman Whitaker asked that the report back include cost of each item, direct <br />payments, and the expansion of the real estate tax relief. <br /> <br />3. City Manager’s Report Overview - Angel Jones, City Manager <br /> <br />21 - 256 - Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to go into a closed <br />meeting pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of <br />discussion, consideration, or interviews regarding the performance and position of the <br />City Attorney. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Motion Mr. Moody, and seconded by Ms. Lucas-Burke, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br /> <br /> <br /> <br /> <br />
