Violation of any of the conditions set forth <br /> <br />herein may serve as grounds for revocation of the use permit by City Council.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />21 - 243 - Adoption of an ordinance: (1) accepting three dam safety, flood protection <br />and protection assistance fund grants in the total amount of $378,818.15 from the <br />Virginia Resources Authority and appropriating said sum in the Dam Upgrades <br />Project in the FY 2022 Capital Improvement Fund budget; and (2) transferring the <br />amount of $378,818.15 from the FY 2022 Public Utilities Fund budget and <br />appropriating said amount in the Dam Upgrades Project in the FY 2022 Capital <br />Improvement Fund budget. <br /> <br />Background: <br /> <br /> The Virginia Resources Authority has approved three grants for assistance in <br />paying for engineering services related to studies on the long-term use of the City of <br />Portsmouth’s raw water reservoirs. <br /> <br /> The Virginia Department of Conservation and Recreation (DCR) is responsible for <br />issuing permits for operation of impounded water sources. The engineering work funded <br />by the three grant awards is necessary to document the condition of the impoundments <br />under design conditions required by DCR. <br /> <br />Discussion: <br /> <br /> The grants require that the three projects be completed within 12 months of the <br />execution of the applicable grant agreement. The three projects are under way pursuant <br />to Task Orders issued by the Department of Public Utilities. <br /> <br /> The grants are sufficient to fund 50% of the estimated cost of the projects. The <br />balance will be funded through a transfer of $378,818.15 from the FY 2022 Public Utilities <br />Fund budget to the Dam Upgrades Project in the FY 2022 Capital Improvement Fund <br />budget. <br /> <br />Financial Impact: <br /> <br /> The following is a summary of the grant awards: <br /> Lake Meade Dam Emergency Action Plan: $65,600.00. <br />o <br /> Lake Cahoon Dam Engineering Services: $293,631.90. <br />o <br /> Speights Run Dam Water Resources and Quality Evaluation: $19,586.25. <br />o <br /> <br />$378,818.15 <br /> Total of all three grant awards: <br /> <br /> <br /> The matching funds required to complete the projects will be transferred from the <br />Public Utilities Fund to the Capital Improvement Fund. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
