August 10, 2021 <br /> <br />At a Regular Meeting of the City Council on Tuesday, August 10, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Called Meeting of July 27, 2021, and of a Regular Meeting of July 27, 2021, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- Presentation - <br /> <br /> <br /> Presentation of a proclamation to the Olive Branch Little League - Senior League <br />Softball District 6 State Champions. <br /> <br />- Public Hearing - <br /> <br />21 - 242 - Public hearing on rezoning and use permit applications: <br /> <br />AIRLINE BOULEVARD COMMERCIAL CORRIDOR <br />(a) Z-21-03 - Ordinance <br />granting the request of Warren L. Holland, Jr., Manager of <br />Wonderland Self Storage, LLC, for the rezoning of a portion of 2608 <br />Airline Boulevard from General Mixed Use (GMU) to Light Industrial <br />(IL) and the rezoning of a portion of 200 Cherokee Road from <br />Multifamily Urban Residential (URM) to Light Industrial (IL). Once <br />rezoned, portions of both parcels would be incorporated into the <br />applicant’s property at 2604 Airline Boulevard to develop a new <br />security fence for the self-storage facility. The Generalized Future <br />Land Use Map of the Build One Portsmouth Comprehensive Plan <br />designates the property at 2608 Airline Boulevard as part of a <br />Mixed Use Corridor and recommends Low to Medium Density <br />Single-Family Residential Development for 200 Cherokee Road. <br />Planning Commission recommends approval. <br /> <br />1. Warren Holland, 2604 Airline Boulevard, presented the application. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ZONING AMENDMENT ORDINANCE Z-21-03.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> BRIGHTON - <br />(b) UP-21-10Resolution granting the request of Valencia Kelly, of <br />WIN Property Management, for a Use Permit for a six unit townhouse <br />dwelling on approximately 0.36 acres of land located at 2305 <br />Nashville Ave., 2321 Jefferson St., and 2323 Jefferson St. in the <br />Urban Residential (UR) zoning district. The Future Land Use Map of <br />the Build One Portsmouth Comprehensive Plan designates this area <br />as Single-Family Residential – High Density. The properties are <br />owned by WIN Property Management. Planning Commission <br />recommends approval with conditions. <br /> <br /> <br /> <br /> <br />
