July 13, 2021 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 13, 2021, there were <br />present: <br /> <br />Mayor Shannon E. Glover, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. <br />Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, <br />Interim City Attorney Burle U. Stromberg. <br /> <br />Mayor Glover asked for a moment of silence for all the lives lost during the Covid- <br />19 pandemic, which was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the minutes of a <br />Called Meeting of June 22, 2021, of a Regular Meeting of June 22, 2021, and of a Called <br />Meeting of June 28, 2021, and was adopted by the following vote: <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br /> <br />21 - 206Public hearing with respect to the proposed adoption by the City Council of <br />a resolution to request the General Assembly to amend the present City <br />Charter. The proposed amendment to the Charter will revise Charter <br />Section 3.11 (Noninterference in Appointments or Removals). <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that this be a referendum for citizens <br /> consideration. <br /> <br />2. Bracy Parr, 11 Afton Parkway, spoke in opposition to this item. <br /> <br />21 - 207 - Public hearing on a street closure application: <br /> <br />S-21-01 BELMONT AVE - Ordinance granting the request of W. Leighton Lord III of <br />Nexsen Pruet, LLC, on behalf of BKT Enterprises, L.P. for the closure of a <br />portion of Belmont Avenue in order to conduct redevelopment of their <br />adjacent property occupied by Southeastern Freight Lines trucking <br />company. The Future Land Use Map of the Build One Portsmouth <br />Comprehensive Plan designates the property for Transportation. The <br />property is right-of-way owned by the City of Portsmouth. Planning <br />Commission recommends approval with conditions. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO CLOSE A PORTION OF BELMONT AVENUE BETWEEN THE I-264 <br />WESTBOUND ON-RAMP AND THE SOUTHEASTERN FREIGHT LINES PROPERTY <br />LINE.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br />- City Manager’s Report - <br /> <br />21 - 208 - Adoption of an ordinance accepting a grant in the amount of $569,286 <br />from the Virginia Department of Criminal Justice Services and appropriating said <br />funds in the FY 2022 Grants Fund to provide funding to operate local probation and <br />pretrial services in the City of Portsmouth. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
