July 13, 2021 <br /> <br />“ORDINANCE ACCEPTING FUNDING FROM THE VIRGINIA DEPARTMENT OF <br />SOCIAL SERVICES IN THE AMOUNT OF $96,282 AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2022 SOCIAL SERVICES FUND FOR TITLE IV-E PREVENTION <br />SERVICES.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />21 - 216 - Boards and Commissions <br /> <br />21 - 217 - Items Submitted by Council Members <br /> <br /> <br /> Adoption of a resolution requesting the General Assembly of Virginia to amend the <br />Charter of the City of Portsmouth, Virginia by amending Section 3.11 regarding <br />noninterference in appointments and removals. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTIONREQUESTING THE GENERAL ASSEMBLY OF VIRGINIA TO AMEND <br /> <br />THE CHARTER OF THE CITY OF PORTSMOUTH, VIRGINIA BY AMENDING <br />SECTION 3.11 REGARDING NONINTERFERENCE IN APPOINTMENTS OR <br />REMOVALS. <br /> <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Portsmouth, Virginia: <br /> <br /> That the General Assembly of Virginia is hereby requested to amend the Charter <br />of the City of Portsmouth, Virginia, as follows: <br /> <br />1. Amend Chapter 3. City Council, section 3.11 (Noninterference in <br /> <br />appointments or removals), as shown on Exhibit A hereto.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Mr. Moody asked that City Council discuss having a retreat. <br /> <br /> <br /> Dr. Whitaker asked that City Council have a discussion regarding a retreat at an <br /> <br />upcoming Public Work Session. <br /> <br /> Mayor Glover asked that City Manager Jones to bring back information, at an <br /> <br />upcoming Public Work Session, on parameters with regards to having a retreat. <br /> <br /> <br /> City Attorney Stromberg provided an update on whether a higher percentage can be <br />set for the number of signatures required to recall an elected official. <br /> <br /> Mr. Woodard asked that City Manager Jones bring back an update on using schools <br /> <br />for recreation. <br /> <br /> City Manager Jones informed citizens and City Council that this would be included <br />in her report back scheduled for August. <br /> <br /> Mr. Woodard asked that an update be provided on the Atlantic Union Bank pavilion at <br /> <br />the next Public Work Session. <br /> <br /> Ms. Lucas-Burke informed citizens and City Council of the Police Chief Community <br /> <br />Forum, 6-8:30 p.m., Thursday, July 29, 2021 at I. C. Norcom High School. <br /> <br /> Mr. Woodard congratulated the Olive Branch Little League on winning the Senior <br /> <br />League Softball District 6 Title. <br /> <br /> <br /> <br /> <br /> <br />
