July 13, 2021 At a Called Meeting of the City Council on Tuesday, July 13, 2021, there were present: Mayor Shannon E. Glover, William E. Moody, Jr., Lisa L. Lucas-Burke, *Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. 21 - 203 - Mayor Glover called the meeting to order and welcomed all in attendance. " Please attend a called meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, July 13, 2021, for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 21 - 204 - The following items were discussed in Public Work Session: 1. Virginia First Cities (VFC) - Ms. Kelly Harris-Braxton, Executive Director, VFC 2. American Rescue Plan Act (ARPA) Requirements - James Regimbald, Fiscal Analytics, VFC 3. City Council Liaison Reports -Councilman Battle -  Informed citizens of Sunset Thursday, July 15, 2021. -Councilwoman Lucas-Burke -  Upcoming Hampton Roads Regional Jail Authority meeting. -Councilman Woodard -  Planning Commission meeting update. 21 - 205 - Motion by Dr. Whitaker, and seconded by Mr. Moody, to go into a closed meeting pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with legal counsel pertaining to actual or probable litigation, where such consultation in open meeting would adversely affect the negotiating or litigating posture of the City, specifically regarding Lucas v. Greene, et als. (Portsmouth Circuit Court Case Number CL 21002905-00) and the Interim City Attorney’s general report of the activities of his office. The motion was adopted by the following vote: Ayes: Battle, Moody, Whitaker, Woodard, Glover Nays: None Abstain: Lucas-Burke (her mother is the plaintiff) Motion Dr. Whitaker, and seconded by Mr. Woodard, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed, or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Battle, Moody, Whitaker, Woodard, Glover Nays: None Abstain: Lucas-Burke (mother is the plaintiff)
